Welcome to the Miami-Dade County Residential Health Care Facility Portal.
This website allows residential health care facilities, located within Miami-Dade County, to digitally submit their Comprehensive Emergency Management Plan (CEMP) and Emergency Environmental Control Plan, also referred to as the Emergency Power Plan (EPP), information and documentation to the Miami-Dade County Department of Emergency Management for review and approval.
The Department of Emergency Management reviews plans for the following types of facilities: Adult Day Cares, Ambulatory Surgical Centers, Assisted Living Facilities (ALFs), Hospitals, Intermediate Care Facilities for the Developmentally Disabled, Skilled Nursing Facility (Nursing Home), and Residential Treatment Centers for Children and Adolescents. If you are a different type of facility and must submit a CEMP, please contact the Agency for Health Care Administration (AHCA) or Agency for Persons with Disabilities (APD), as appropriate, regarding plan submission.
All residential health care facilities must submit their emergency plans and pay the CEMP Review Fee on an annual basis. When submitting your facility’s CEMP and EPP information, ensure that all required fields are answered, and all documents are uploaded prior to paying the CEMP Review Fee. All required emergency agreements and vendor contracts must be original copies, hand-signed and dated for the current year, if applicable, and valid for at least one (1) year. Please note, a facility’s Fire Safety Plan must be reviewed by the fire department in the jurisdiction the facility is located.
Missing information and documents will delay the approval of your facility’s CEMP and EPP, if applicable. Miami-Dade County Department of Emergency Management will not review a facility’s plan that has not successfully paid the required CEMP Review Fee. A facility’s CEMP and EPP information will be reviewed in the order a facility’s CEMP Review Fee has been received.
The Residential Health Care Facility Portal allows facilities to generate a template of their complete CEMP, including the EPP, after approval, as well as the CEMP Approval Letter required for licensure by AHCA.
Please note, a facility must notify the Miami-Dade County Department of Emergency Management and submit a new CEMP if there has been a change of ownership, facility name, location, and/or facility type.
