The Community Action and Human Services Department (CAHSD) manages the Residential Shuttering Program which provides and installs hurricane shutters for the elderly and people with disabilities who meet program requirements. Most of these individuals are unable to put up these shutters when a storm is approaching and therefore are encouraged to find family, friends or neighbors to help them as their first option. If they are unable to find anyone to assist, CAHSD will provide this service for them. Only residents who have received shutters through the County are eligible for this service. 

An annual call down will be performed by CAHSD pre-hurricane season to identify shuttering clients who will need assistance during the upcoming season. CAHSD will subsequently coordinate and assign shuttering teams, at least two employees per client, to homes in need of assistance. Shuttering teams are expected to perform a pre-assessment of assigned homes to determine resource needs prior to the commencement of every hurricane season.

When a storm is approaching, shuttering teams will install the hurricane panels on the clients’ homes upon activation. After a storm, teams will remove the hurricane panels upon instruction from the Emergency Operation Center (EOC) and CAHSD chain of command. 

This is light to moderate labor that takes place outdoors and does not require significant knowledge of tools. The panels are made of lightweight aluminum, range in lengths from three to nine feet and are affixed to the home on tracks by wing-nuts. It may require some climbing to reach the top panels of the shutters. All tools and equipment will be provided by CAHSD.

Problems encountered during the installation and/or removal of the shutters will be reported to CAHSD chain of command. CAHSD will resolve all field related issues and may contact the DAE Unit leader when further assistance is needed.
