Vehicle Immobilization (Booting)
All businesses and individuals that immobilize (boot) vehicles parked on private property must be registered with Miami-Dade County.
Private property lots must have signs at each exit indicating that the property is an immobilization zone.
The cost for removing a boot cannot exceed the rate approved by the County or a City and co-specifically authorized by the property owner. Booters must accept at least two of three forms of payment (cash only rate applies in any city that has not adopted a different rate). The County rate for removal of a boot is set at $65.
Upon successful completion of the application process, each vehicle immobilization permit holder must prominently wear identification stating the full name of the business and permit holder on the front left side of the shirt at all times when performing vehicle immobilization work.
Cash will not be accepted. Fees can be paid by check, money order or cashiers check made payable to Miami-Dade County. If renewing in person, the renewal fee can be paid by credit card (MasterCard or Visa).
Change of Ownership
In the event of a change in ownership of a vehicle immobilization business, a new application and fee is required.
Changes in any material aspect of the vehicle immobilization business shall be provided to the Department of Regulatory and Economic Resources in writing along with proof of the change and the required fee, if replacement of the license is required, within 30 days of the change.

How to Apply
Any person(s) or corporation that operates a vehicle immobilization business in Miami-Dade County must fill out a permit and/or license, submitted and approved by Miami-Dade County by either email, email@example.com, fax or in person.
Initial applicants must apply in person Monday through Friday (except holidays) 8 a.m. to 3:30 p.m. Renewal applicants can apply in person or by mail.
Bring with you:
- Completed Vehicle Immobilization Business New/Renewal License Application or
- Completed Vehicle Immobilization Individual New/Renewal Permit Application
- In Spanish
- Copy of current, permanent Occupational License.
- Certificate of Occupancy.
- Certificate of insurance for at least $25,000 in liability insurance to cover any damage to a vehicle.
- Description of management plan.
- Description of services.
Initial applicants must complete a criminal background check and have two passport photos taken as part of the application process. Information regarding these requirements will be provided when the application is submitted.
If the application process is not completed within 60 days from the date that the application was filed with the Regulatory and Economic Resources Department, the application will be considered abandoned and closed and a new application and fee will be required.
