Water Remetering

The Water Remetering Program (WRP) is a conservation mechanism based on an ordinance approved by the Miami-Dade Board of County Commissioners in September 1996.

It allows for the remetering of individual apartments and units in multi-family dwelling complexes and commercial properties where the individual tenants pay directly for the amount of water they use. At the same time, the program, through monitoring of the meters and the investigation of consumer complaints, ensures that users are fairly charged, and that billing practices are just and reasonable.

The program is a voluntary one, limited to properties served by the Miami-Dade County Water and Sewer Department. Other municipalities may opt to participate.

Under the WRP, owners, property management companies and homeowners associations opt to have their individual units remetered. The Regulatory and Economic Resources (RER) Department licenses the remetering companies and the properties. RER enforcement officers protect the rights of all the parties by ensuring that the regulations (Water Remetering Ordinance 96-137) are followed. Fee

Fee Schedule 
Cash will not be accepted.  The non-refundable fees can be paid by check, money order or cashiers check made payable to the Miami-Dade County. If renewing in person, the renewal fee can be paid by credit card (MasterCard or Visa).

Business Changes

Any change in ownership, address, telephone number, contact person or other information recorded on the registration application shall be reported to Miami-Dade County in writing within 10 days of the change.

Water Remetering Property Owner Initial Registration

Any person(s) or corporation that provides two or more services (including, but not limited to: submeter installation, submeter reading, billing and record keeping) pertaining to remetering to the owner of a multiple unit property who purchases water service from the Miami-Dade Water and Sewer Department must apply in person

Bring with you:

  • Completed application for Water Remetering Property Owner Initial Registration
  • Copy of bill format that meets the requirements of Section 8A-385(a) (3) f of the Miami-Dade County Code.
  • Certificate of insurance 
  • Comparison report of Owner’s regular service charges from Miami-Dade Water and Sewer Department and charges billed to the Residents by the Owner for the same period of time.
  • Copy of sample lease or condominium agreement.
  • Copies of plumbing and electrical permits (if applicable).
  • Specifications of submeters and testing equipment.
  • Schedule of submeter installations (if applicable).

If the application process is not completed within 60 days from the date that the application was filed with the Regulatory and Economic Resources Department, the application will be considered abandoned and closed and a new application and fee will be required.

Water Remetering Remeterer Initial Registration

Any person(s) or corporation that provides two or more services pertaining to remetering to the owner of a multiple unit property who purchases water service from the Miami-Dade Water and Sewer Department. Services include, but are not limited to, submeter installation, submeter reading, billing and record keeping. 

How to Apply

Bring with you:

  • Completed Application for Water Remetering Remeterer Initial Registration 
  • Copy of current Occupational License
  • Copy of certificate of competency as registered/certified plumber from Miami-Dade County or the State of Florida, as applicable
  • Proof of comprehensive general liability insurance which shall have a minimum of $300,000 per occurrence combined single limit for bodily injury and property damage liability
  • Specifications, as approved by AWWA Standards, of submeters and testing equipment to be used
  • Proof of workers’ compensation insurance or state certificate of exemption
  • List of properties within Miami-Dade County that remetering services are provided

Renewals

Any person(s) or corporation or other business entity that owns a multiple unit property, purchases water from the Miami-Dade Water and Sewer Department and provides remetering whose current registration is expiring should renew at least 30 days prior to the expiration of current registration.
