Small Business Development
Small Business Development (SBD) is a division of the Internal Services Department. SBD is responsible for the administration of Miami-Dade County's Small Business Enterprise, Wage and Workforce Programs. Additionally, SBD is responsible for the County’s Debarment, Cone of Silence, Selection Committee Formations, Change Order Coordination Process, Anti-Discrimination Ordinance, Prompt Payment Ordinance, Equitable Distribution Program, and Miscellaneous Construction Contracts Program as mandated by County Code, implementing orders, and federal regulations.

There were approximately 1,559 firms certified in the Small Business Enterprise Programs during fiscal year 15-16. As a result of the efforts of SBD in applying small business measures, over $166 million was awarded to certified small businesses during fiscal year 15-16.
Small Business Week 2019
Miami-Dade County’s Small Business Development (SBD), a Division of the Internal Services Department, is celebrating Small Business Week with a host of activities aimed at recognizing the importance of our small business community. Small Business Week has been celebrated nationally since 1963, and for the fourth year SBD is joining in the celebration here locally. Our certified small businesses are important to us and we strive to make them better through our Small Business Enterprise Programs.

Small Business launches new contract compliance software
Miami-Dade County is pleased to announce a new web-based Business Management Workforce System (BMWS) being implemented and managed by the Small Business Development (SBD) Division of the Internal Services Department. BMWS will be utilized to apply online for Small Business Enterprise (SBE) certification, manage County contracts, and track compliance with SBE Program measures, Workforce Program requirements, and subcontractor payments.
The use of this web-based system will be mandatory for firms contracting with Miami-Dade County for the submission and verification of payment information and certified payrolls. Therefore, attending a hands-on training session is strongly encouraged. You may register for a monthly hands-on training session conducted by SBD at the Stephen P.
