Small Business Development
Small Business Development (SBD) is a division of the Internal Services Department. SBD is responsible for the administration of Miami-Dade County's Small Business Enterprise (SBE), Wage and Workforce Programs. Additionally, SBD is responsible for managing and ensuring compliance with the County’s Debarment Proceedings, Cone of Silence, Selection Committee Formations, Change Order Coordination Process, Anti-Discrimination Ordinance, Prompt Payment Ordinance, Equitable Distribution Program, and Miscellaneous Construction Contracts Program as mandated by County Code, implementing orders, and federal regulations. SBD also provides staffing support to the SBE Program Advisory Boards and the Living Wage Commission.

There were approximately 1,800 firms certified in the Small Business Enterprise and Disadvantaged Business Enterprise Programs during fiscal year 18-19. As a result of the efforts of SBD in applying small business measures, over $133 million was awarded to certified small businesses during fiscal year 18-19.
Small Business Week 2021
Miami-Dade County's Small Business Development (SBD), a Division of the Internal Services Department, is celebrating Small Business Week (SBW) 2021 with a host of industry specific activities aimed at recognizing the importance of our small business community. SBW has been celebrated nationally since 1963, and for the fifth year SBD is joining in the celebration here locally but virtually. Our certified small businesses are important to us and we strive to make them better through our Small Business Enterprise Programs. Small Business, Wage and Workforce Programs and Subcontractor Reporting via BMWS
Small Business Development's (SBD's) successful implementation of Miami-Dade County’s Business Management Workforce System (BMWS) was completed with LCPtracker, a web-based payroll management system, which went live on May 1, 2019. This web-based system is utilized to apply for small business certifications, manage and report on County contracts, and to track compliance with SBE Program measures, Workforce Program requirements, and subcontractor payments.
The use of BMWS is mandatory for firms contracting with Miami-Dade County for the submission and verification of subcontractor payment information; LCPtracker is required for the submission of certified payrolls for contracts with wage requirements. Therefore, attending a hands-on training session is strongly encouraged. You may register for a free monthly hands-on training session conducted by SBD at the Stephen P.
