Small Business Development

Small Business Development (SBD) is a division of the Internal Services Department.  SBD is responsible for the administration of Miami-Dade County's Small Business Enterprise, Wage and Workforce Programs.  Additionally, SBD is responsible for the County’s Debarment, Cone of Silence, Selection Committee Formations, Change Order Coordination Process, Anti-Discrimination Ordinance, Prompt Payment Ordinance, Equitable Distribution Program, and Miscellaneous Construction Contracts Program as mandated by County Code, implementing orders, and federal regulations. 

Responsibilities include administering and enforcing Miami-Dade County's Business Certification process for the Small Business Programs and the Federal Disadvantaged Business Enterprise Program; conducting outreach management and technical assistance to small businesses; placing small business measures on County contracts; monitoring contracts to ensure small business measures are met, along with Community Workforce measures, responsible and living wage requirements.  SBD also  administers the appeals process for violations related to the small business programs, Community Workforce Programs, Responsible and Living Wage Ordinances; maintains a pool of County and outside professionals for the formation of selection committees, and administers the County debarment hearings and firm performance hearings.

There were approximately 1,500 firms certified in the Small Business Enterprise Programs during fiscal year 14-15.  As a result of the efforts of SBD in applying small business measures, $294 million was awarded to certified small businesses during fiscal year 14-15, which was 17% of County purchases.
