The Community Action and Human Services Department (CAHSD) is Miami-Dade County’s largest provider of comprehensive social and human services. CAHSD covers the full lifetime spectrum, from children to the elderly, relieving hardship and helping Miami-Dade’s residents become self-sufficient, productive and independent. Programs are designed to target low-income individuals and families. The service delivery model is strongly client-centered and results-oriented.
The delivery mechanism for the department includes four major direct service components:
(1) Through Children and Youth Services, the department provides Head Start and Early Head Start services, child care (School Readiness and Voluntary Pre-Kindergarten) services for children from infancy to 13 years of age. Additionally, children over 13 are provided services, which teach life skills to prepare them for the transition to adulthood.
(2) Elderly, Disability and Veterans Services provides services to elders, persons with disabilities, and veterans throughout Miami-Dade County. Comprehensive case management efforts focus upon the provision of coordinated access to a continuum of support services designed to assist the elderly and persons with disabilities in being self-sufficient and independent. Assistance is also provided to veterans and their families in the filing of claims to the Veteran’s Administration.
(3) Rehabilitative Services provides comprehensive substance abuse treatment and intervention services countywide, and
(4) Comprehensive self-sufficiency services encompass services to targeted populations including refugees and farmworkers, victims of domestic violence, low-income heads of household, young adults and non-custodial fathers. These services include emergency financial assistance, utility and rent assistance, employability skills training, job development and placement, legal assistance, weatherization, and home rehabilitation and repair.
As the Director of the County’s largest provider of comprehensive social and human services, Lucia Davis-Raiford coordinates the delivery of programs and services to one of the most diverse communities in the United States.
