Public-Private Partnerships (P3s)

The Miami-Dade Water and Sewer Department is currently in the process of implementing a comprehensive Capital Improvement Program (CIP) for numerous water and wastewater infrastructure projects. Such projects are required to meet the service needs of system customers, accommodate future growth and also to comply with Federal and State regulations.

The State of Florida recently passed House Bill 85 regarding Public-Private Partnerships (P3s). The Bill amends Sections §255.60 and §348.754 of the Florida Statues and creates new Sections §287.05712 and §336.71 of the Florida Statues. In short, the Bill expands the use of P3 to a “facility or project that serves a public purpose.’

While WASD has developed a comprehensive plan to implement its CIP, there may be an opportunity to execute certain projects in the context of the recently passed P3 legislation. Some of these projects include Public Private Partnerships (P3s).

Brickell Basin Sewer Improvements

Construction on Pump Station No. 3 (PS3) and additional sewer lines has been completed.

The Water and Sewer Department determined that improvements were required to the sewer facilities serving the area bounded by the SW 7 Street to the north, I-95 to the west, SW 13 Street to the south and Brickell Avenue to the east, known as the Brickell Basin Area. The facilities currently serving the area are inadequate to serve increased usage in existing buildings, or new buildings currently under construction and expected to be constructed.
