Request for Applications (RFA) DRAFT FY2017 Surtax/SHIP

 

Miami-Dade County is issuing the DRAFT of the FY2017 Request for Applications (RFA) for Documentary Stamp Surtax, and State Housing Initiatives Partnership (SHIP) funding for Multi-Family Rental, Elderly and Workforce Housing, Acquisition/Rehabilitation, Small Developments, Public Housing and Homebuyer Counseling.  Questions about the application must be submitted in writing to Mr. Michael Liu, Director of Public Housing and Community Development, located at Overtown Transit Village (North), 701 NW 1st Court, 16th Floor, Miami, Florida 33136, or via e-mail to phcdresidentservices@miamidade.gov no later than Monday, May 29, 2017.  A Developer’s Roundtable meeting will be held at 111 NW 1st Street, 18th Floor, Room 18-2, Miami, Florida 33136, on Friday, May 26, 2017, from 1-3 p.m.

Miami-Dade Public Housing and Community Development (PHCD) hereby advertises the regulatory revisions to its Public Housing Dwelling Lease, Community Policies, Admissions and Continued Occupancy Policy (ACOP), and Section 8 Administrative Plan, pursuant to the Violence Against Women Reauthorization Act (VAWA) of 2013: Implementation in HUD Housing Programs. Public Hearing Reschedule - PHA Plan For Fiscal Year 2017-2018


Miami-Dade Public Housing and Community Development (PHCD) hereby advertises that the public hearing for its proposed PHA Plan for Fiscal Year 2017-2018, has been rescheduled to be held at the Housing and Social Services Committee (HSSC) meeting on May 8, 2017 at 9:30 a.m. The public hearing will be held inside the Board of County Commission Chambers, located on the second floor of the Stephen P. Clark Center, 111 N.W. 1 St. Miami, Florida 33128.

 

Fiscal Year 2016 CAPER available now

 

The public was notified that the Miami-Dade County FY 2016 Consolidated Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) Programs was available for review and comments.  Comments were to be submitted in writing from March 14, 2017 through March 28, 2017 to the attention of Mr. Michael Liu, Director, Public Housing and Community Development (PHCD) 701 NW 1st Court, 16th Floor, Miami, Florida 33136.

 

 

Affordable Housing Trust Fund Board

 

The Affordable Housing Trust Fund was created in 2007 per Ordinance No. 07-15 to serve as a permanent renewable source of revenue to assist with the housing needs of Miami-Dade County residents. The Trust Fund will be administered by a board of trustees and is comprised of 13 members who shall serve a three-year term. Membership of the Affordable Housing Trust Fund Board was revised per Ordinance 16-19. Meetings are held monthly and are scheduled on the County Calendar

Quail Roost Transit Site:


Miami-Dade County Public Housing and Community Development (PHCD) and Department of Transportation and Public Works (DTPW) announce the release of the Request for Proposals (RFP) for the Mixed-Use Housing and Commercial Transit-Oriented Development of the Quail Roost Site on February 17, 2017.  A Pre-Proposal Conference was held on Friday, February 24, 2017.  Questions regarding the document were accepted until Friday, March 3, 2017, at 12 Noon (Local Time).  Miami-Dade County has provided answers in the form of an Addendum. Correspondence regarding this RFP should be sent to the Attention of: Ms. Indira Rajkumar-Futch, Procurement Contracting Manager, at indi@miamidade.gov.  The  deadline for submission of proposals is Tuesday, May 23, 2017, at 12 Noon (Local Time) at Overtown Transit Village – 701 NW 1 CT, 16th Floor, Miami, FL 33136.

Miami-Dade County Public Housing and Community Development (PHCD) announces the release of the Request for Proposals (RFP) for Building Better Communities General Obligation Bonds Mixed-Used Housing and Commercial Transit-Oriented Development of the Okeechobee Transit Site. A Pre-Proposal Conference was held on Friday, September 23, 2016. Questions regarding the document were received until Wednesday, September 28, 2016.  Miami-Dade County provided answers to questions from vendors. Correspondence regarding this RFP should be sent to the Attention of: Ms. Indira Rajkumar-Futch, Procurement Contracting Manager, at indi@miamidade.gov. In response to requests from a number of interested parties, Miami-Dade County has extended the RFP submission deadline to Friday, December 9, 2016, at 12 Noon (Local Time) at Overtown Transit Village – 701 NW 1 CT, 16th Floor, Miami, FL 33136.

Miami-Dade Public Housing and Community Development (PHCD) is addressing residents’ and community concerns about the violence around Liberty Square public housing development by investing over $500,000 in security enhancements as part of the Liberty City Rising initiative. 

“Ensuring the safety of all residents is essential to building a healthy and sustainable community,” said Miami-Dade County Mayor Carlos A. Gimenez. “This investment, which is responsive to the needs of the residents, helps create a safe environment for families residing in Liberty Square.”

Applications considered for gap funding must undergo a full credit underwriting analysis.  Only applications receiving a favorable recommendation from the credit underwriter will be considered for funding through a Board of County Commissioners Resolution.  Applicants applying for homebuyer assistance will be recommended for funding based on scores and rankings only.

PHCD is reaching out to those applicants in the FY2016 Surtax/SHIP funding cycle utilizing financing outlined in Section 42 of the Internal Revenue Code (Low-Income Housing Tax Credits). We understand that some of you may have provided budgets that may be affected by changes in credit pricing from your investors. As such, applicants who can verify that their firm commitment has changed due to reduced credit pricing will be allowed to submit revised or adjusted firm commitment documentation, pro formas, and sources and uses of funds statements.

The Economic Prosperity Committee will hold a public hearing on Thursday, July 14th, 2016 at 2:00 p.m on the proposed FY 2016 Annual Action Plan funding recommendations, and Substantial Amendments to the FY 2015 Action Plan and FY 2013-2017 Consolidated Plan. The item will be considered for final action at Board of County Commissioners (BCC) Meeting on Tuesday, July 19th , 2016 at 9:30 a.m. or the next regularly scheduled BCC Meeting if not approved. Both meetings will be held inside Board of County Commission Chambers located on the second level of the Stephen P. Clark Center, 111 NW 1st Street, Miami, Florida 33128.

Utility Allowance Schedule(s)

The Miami-Dade Public Housing and Community Development (PHCD) will be making an adjustment to its utility allowance. This adjustment is due to changes in utility rates determined by the utility companies. This notice is to advise you that the new utility allowance will take effect on your next  reexamination. PHCD maintains records that document the basis on which the utility allowance has been established and revised. You can request a copy of the Utility Allowance Schedule and/or inspect these documents during business hours at your site manager’s office.

Recruitment for Homebuyer Loan Program certified lenders

The Miami-Dade County Public Housing and Community Development (PHCD) Department has established the Miami-Dade County Homebuyer Loan Program (HLP) using Documentary Surtax funds in accordance with the Ordnance N0. 15-127 that was adopted by the Board of County Commissioners on November 3, 2015.

The HLP will provide mortgage loan assistance to assist qualified low-and moderate-income individuals and families in the purchase of a primary residence.

The Public Notice is recruiting to certify qualified (licensed by the State of Florida) loan officers, mortgage lenders, mortgage brokers, and title companies to approve participating homebuyers for the HLP.

Due to the short time period of the current Mortgage Lender application submittal date, PHCD is extending the deadline from Tuesday, August 9, 2016 to Friday, August 26, 2016.

The public is being notified that the Miami-Dade County is issuing a supplemental FY 2015 Request For Applications (RFA) for Small Developments in the geographical area called Little Haiti for Documentary Stamp Surtax Funding. The booklet is available now. The RFA package contains the application, guidelines and instructions for the preparation of funding requests. Application copies are available online and at 701 NW 1st Court, 14th Floor, Miami, Florida 33136. Effective June 29, 2014, the Miami-Dade Public Housing and Community Development (PHCD) Housing Choice Voucher (HCV) Program is replacing the current contractor Quadel Consulting Corporation with two new contractors, Nan McKay Associates and CVR Associates.
