Requests for Proposals (RFP) for Project-Based Voucher Units
Miami-Dade County’s Public Housing and Community Development Department (PHCD) is inviting owners and developers of rental property within Miami-Dade County to submit proposals for participating in the Section 8 Project-Based Voucher (PBV) Program. The primary purpose of this allocation is to create new units, rehabilitate existing rental units, and/or add existing units that are safe, decent and sanitary for rental to low-income families within selected boundaries.

The proposed Substantial Amendment provides that during a period of a declared emergency, either at the national, state, or local level, which emergency directly affects Miami-Dade County, an expedited citizen participation process may be utilized. The County will follow citizen participation guidance by the United States Congress or United States Department of Housing and Urban Development (U.S. HUD). Where U.S. HUD has not issued guidance, a minimum of 48-hours advance notice will be provided prior to taking any action which would in normal circumstances require a public comment period and/or public hearing. The Public is hereby advised that Miami-Dade County Public Housing and Community Development (PHCD) has scheduled a public community meeting on the date and time indicated below.
This meeting will allow for public and stakeholder input on the 2020-2024 Consolidated Plan and Citizen Participation Plan, for the purposes of developing community priorities that will be used in the development of the County’s funding strategies for the allocation of Community Development Block Grant (CDBG) and HOME Investment Partnership Program and Emergency Solutions Grant (ESG) funds received from the United States Department of Housing and Urban Development, in preparation of the County’s FY 2020-2024 Consolidated Plan and Citizen Participation Plan.
A second general public meeting will be held for the public to have an opportunity to review and comment on a draft version of the proposed 2020-2024 Consolidated Plan and Citizen Participation Plan at a later date that would be publicly noticed.
