About Housing and Community Development

The Miami-Dade County Department of Housing and Community Development (HCD) serves as the official Public Housing Agency (PHA) for our community. We are committed to ensuring that residents across the County have access to safe, high-quality, and affordable housing.

HCD manages approximately 6,000 public housing units and administers Housing Choice Vouchers (HCV), commonly known as Section 8, for more than 19,000 individuals and families. Additionally, we own and operate over 1,700 non-public housing units, helping to meet the diverse housing needs of Miami-Dade residents.

Shape Supporting Residents Beyond Housing
  • Our mission goes beyond providing a roof—it’s about building stability, opportunity, and community. Through a range of supportive services, we empower residents to thrive, including:
  • Housing for seniors, ensuring older adults have safe and supportive living environments
  • Self-sufficiency programs that promote pathways to economic independence
  • Community resources that foster safe, stable, and thriving environments
We are also deeply committed to preserving and modernizing affordable housing, undertaking strategic maintenance, renovations, and redevelopment projects that replace aging or obsolete buildings with stronger, more resilient communities.

Driven by Partnerships and Grants
Our work is made possible through vital partnerships and housing grants at both the federal and state levels. Collaborating with the U.S. Department of Housing and Urban Development (HUD) and the State of Florida, we expand affordable housing opportunities and strengthen access to safe, stable homes for Miami-Dade residents. Together with our partners, we are building stronger neighborhoods, supporting families, and investing in the future of Miami-Dade County.
