Department of Housing and Community Development
The Miami-Dade County Department of Housing and Community Development (HCD) serves as the County’s official Public Housing Agency (PHA) and Community Development (CD) office. As the County’s housing department, we are responsible for developing, preserving and operating housing and community development programs that support residents across Miami-Dade County.
Housing Programs and Operations
In our role as the PHA, HCD manages approximately 6,500 public housing units and provides rental assistance to more than 19,000 households through the Housing Choice Voucher (HCV) Program, commonly known as Section 8. In addition, the Department owns and operates more than 1,700 non-public housing units throughout the County, expanding access to affordable housing options beyond traditional public housing.
Our housing portfolio also includes assisted living facilities for elderly residents, ensuring seniors have access to safe, supportive environments, as well as self-sufficiency programs designed to help residents build economic stability and long-term independence.
Preserving and Strengthening Housing Stock
A core part of HCD's mission is the preservation of existing housing. We maintain and improve the housing stock we oversee while advancing strategic redevelopment efforts to replace obsolete buildings with modern, resilient communities. Through thoughtful reinvestment, we aim to extend the life of affordable housing while improving the quality of life for residents.
HCD also supports Infill Housing initiatives, where new homes are constructed and made available for purchase, expanding homeownership opportunities and strengthening neighborhoods.
Community Development and Neighborhood Investment
As Miami-Dade County’s Community Development (CD) office, HCD administers federally and locally funded programs that support the development, rehabilitation, and preservation of housing, as well as community infrastructure in low- and moderate-income areas.
Our Community Development programs are funded through a combination of federal, state and local sources including:
- HOME Investment Partnerships Program (HOME), supporting affordable housing development and rehabilitation
- Community Development Block Grant (CDBG) funds, advancing housing, public facilities, and neighborhood improvements
- Emergency Solutions Grant (ESG)Miami-Dade County Documentary Surtax, dedicated to affordable housing initiatives
- State Housing Initiatives Partnership (SHIP) funds, supporting homeownership and housing rehabilitation opportunities
Partnerships and Funding
HCD relies on federal and state grant programs to carry out its housing and community development mission. We work closely with the U.S. Department of Housing and Urban Development (HUD) on public housing and rental assistance programs and partner with the State of Florida to advance affordable housing development across the County.
Through these partnerships, HCD continues to invest in housing stability, neighborhood revitalization, and community development supporting residents not only with housing, but with pathways to long-term opportunity.
