Stevedore Permits & Licenses

The Port Director determines the number of stevedoring permits/licenses issued each year based on a number of factors, including port congestion, space limitations, throughput volumes, operational needs, industry trends and more. In general, permit applications are available in November of each year with permits being issued in January of the following year.

Apply for a Permit

Permits are issued to companies to perform stevedoring activities at PortMiami for the year beginning January 14th of the current year and expiring January 13th of the following year.

To be eligible for a stevedoring permit, applicants must:

Submit a completed and signed application package, including any required supplemental documentation.
Hold a valid County Stevedoring License or employ an individual who holds such a license. A copy of the license (or proof of application) must be provided.
Complete and submit a Personal Character Form. For business entities, this must be completed by the Chief Executive Officer.
Disclose any affiliations with other entities involved in the shipment or handling of freight.
Notify the Port Director of any changes in ownership or controlling interest throughout the permit period.
Provide evidence of stevedoring business or commitments from cruise or cargo line partners at PortMiami.
Demonstrate financial capability, including the ability to meet insurance and performance bond requirements.
