The work, in general, consists of the rehabilitation of the existing parking garage located at 5949 Sunset Drive. The work includes but is not limited to, furnishing all supervision, labor, materials, equipment, tools, services, and all incidentals for the concrete repairs, joint repairs, structural steel restoration, lighting repairs, light pole repairs/replacements, and misc. electrical repairs, where applicable, in compliance with the Florida Building Code, 8th Edition (2023) and the latest FDOT Design Standards.
Project Background:
This garage was built in 1984, and it is more than 40 years old. The structural integrity of this garage has deteriorated and needs to be repaired. This project consists of performing structural and electrical repairs based on the 40-year recertification inspections. In its current condition, the parking garage cannot be granted recertification. Once repairs are completed, the garage can be reinspected and final reports submitted to the building department for recertification. This garage is located at 5949 Sunset Drive, Miami, FL 33143.
Technical Certification:
CONTRACTOR CERTIFICATION AND EXPERIENCE REQUIREMENTS:
A. CERTIFICATE OF COMPETENCY REQUIREMENTS:
1) At the time of Bid and pursuant to the requirements of Section 10-3 of the Code of Miami-Dade County, Florida and these Solicitation and Contract Documents, the Bidder must hold a valid, current, and active:
a) Certificate of Competency from the County’s Construction Trades Qualifying Board as General Engineering Contractor, or as General Building Contractor, or
b) Certification, as a general contractor, provided by the State of Florida Construction Industry Licensing Board, pursuant to the provisions of Section 489.115 of the Florida Statutes; or
c) Pursuant to Section 255.20, Florida Statues (F.S.) and in lieu of the above, the County may consider a bid from a Bidder that is a duly licensed Contractor in good standing that has been
prequalified and considered eligible by the Florida Department of Transportation (FDOT) under Section 337.14, F.S. and Chapter 14-2, Florida Administrative Code, to perform the work described in the Contract Documents. Contractors seeking consideration under this Paragraph shall submit along with the Bid Documents for review and consideration, current copy(ies) of their FDOT Certificate(s) of Qualification, Certification of Work Underway, and Status of Contract(s) On Hand. Acceptance of FDOT prequalification(s) necessary to perform the work specified in the Project’s Scope of Work shall include the Flexible Paving work class.
2) The Contractor shall furnish Certificates of Insurance to the County prior to commencing any operations under this Contract. The certificates shall clearly indicate that the Contractor has obtained insurance, in the type, amount and classification required by these Contract Documents.
B. EXPERIENCE REQUIREMENTS:
1) In addition to the required licenses, the bidders must demonstrate, through prior experience, the ability to construct projects of similar size and scope, as described in the project’s summary of work. Proposers shall provide documentation that demonstrates their ability to satisfy all the minimum qualification requirements. Bidders who do not meet the qualification requirements or who fail to provide supporting documentation may not be considered for award.
2) The experience referenced in this section is to be met by qualified individuals assigned to the project and its subcontractors.
3) The experience must be met by a qualified individual(s), Lead contractor and Subcontractors. The experience must be demonstrated by direct or substantial involvement of the individual(s) in a supervisory capacity at the Project Management level or above. The determination of the individual’s qualifications and compliance with the experience and qualifications shall be at the sole discretion of the County. The Competitive Selection Committee may negatively evaluate proposals from firms they determine have failed to meet the above experience and qualifications.
4) Provide an organizational chart showing all key personnel, including their titles, to be assigned to this project. This chart must clearly identify the Bidder’s employees and those of the subcontractors and should include the functions to be performed by key personnel. All key personnel include all partners, managers, seniors and other professional staff that will perform work and/or services on this project.
5) List the names, addresses and contact information of all first-tier subcontractors and describe the extent of work to be performed by each first-tier subcontractor. Describe the experience, qualifications, and other vital information, including relevant experience on previous similar projects, of the subcontractors who will be assigned to this project.
6) Bidders Experience and Past Performance:
a) Provide a minimum of Three (3) specific references of similar scaled projects completed during the previous 5 years in Florida for a public entity.
b) Bidders must provide detailed descriptions of comparable contracts as it pertains to the Summary of Work similar in scope to that requested herein, which the Bidder has either ongoing or completed. The description should identify for each project (i) client, (ii) a complete description of the work, (iii) total dollar value of the contract, (iv) dates covering the term of the contract, (v) client contact person and phone number, (vi) statement of whether Bidder was the prime contractor of subcontractor, (vii) a minimum of three (3) photos for each project reference, (viii) the results of the project. Where possible, list and describe those projects performed for government clients or similar size private clients
7) If the Bidder is a joint venture, the joint venture entity, of whatsoever nature or qualification, must be qualified as a separate and distinct entity, as required by the rules of the State of Florida Department of Professional Regulations. Joint Venture contractors not otherwise qualified as set forth above may submit Qualifications if they have initiated the process with the Florida Construction Industry Licensing Board and have received a letter from the department of Professional Regulations (DPR) attesting that they have satisfied the requirements of the State of Florida Department of Professional regulations pertaining to the Qualifications of Joint Ventures. Such letters must be submitted at the time of the award.
