Deborah S. Lipman

Deborah S. Lipman joined the Metropolitan Washington Airports Authority in 2008 as manager of Government Affairs. Her portfolio includes aviation, construction of the Dulles Corridor Metrorail Project and operations and maintenance of the Dulles Toll Road and Dulles International Airport Access Highway.

Prior to joining the Airports Authority, Lipman was director of policy and government relations with the Washington Metropolitan Area Transit Authority (Metro). In that role, she managed the Transit Authority's political and legislative strategies, advocacy, community outreach and coalition building related to all governments in the metropolitan Washington region. She directed liaison with the District of Columbia, Maryland, Virginia, Congress and the federal government. 

Her accomplishments include securing $2.1 billion in federal and non-federal funds to complete the 103-mile system and developing the funding strategy to obtain $75 million in federal, local and private funds to construct the New York Avenue Metrorail Station. This was the first time in Metro's history that innovative financing was used to form a public-private partnership.

Before coming to Metro, Lipman worked for the U.S. Senate Budget Committee and the U.S. House of Representatives Energy and Commerce Committee. 

Lipman served as president of the Woman's Transportation Seminar and on the Board of the New York Avenue Station Corporation and the Downtown Business Improvement District, as well as an alternate member of the Transportation Planning Board of the Metropolitan Washington Council of Governments. She currently chairs the Gateway Airports Council's Policy Committee and sits on the Arlington County Chamber of Commerce Board.

Lipman has a Master of City and Regional Planning from the University of North Carolina at Chapel Hill, where she had a Mellon Fellowship, and graduated with distinction from the University of Pennsylvania.
