Mr. Samir Patel, Attorney, Holland and Knight 1430 Brickell Bay Drive, Miami, Florida, spoke in support of Agenda Item 11A9.
Mr. Ryan Crowley, representing Pioneer Technology Group, 1100 Central Park Drive Sanford, Florida, spoke in support of Agenda Item 8F10.

County Attorney Geri Bonzon-Keenan advised the Board of the following preliminary changes to today�s (5/4) agenda:
Agenda Items 3B1 and 3B2 were listed on the Pull List, however the titles were incorrect.
Commissioner Regalado released her portion of Agenda Items 6A1 and 6A1 Supplement.
The sponsor of Agenda Item 8A4 requested withdrawal of the item; this item was on the Pull List.
Commissioner Monestime requested to add his name to the Pull List on Agenda Items 8A4 and 8F2.

She noted the Board would approve all of those items by a single vote setting the agenda except for Agenda Item 2B20 The Mayor�s Appointment of the Director of the Information Technology Department (the Chief Information Officer), Agenda Item 2B21 the Mayor�s Appointment of the Director of the Department of Water and Sewer, Ordinances for First Readings, Public Hearings, Agenda Item 8A2 and 8A3 Commercial Service Airport contract, which must be voted on separately and were not on the Pull List, Agenda Items subject to the 4-Day Rule and; the following Pull List items:

Miami-Dade County Mayor Daniella Levine Cava noted she was pleased to announce the appointment of Ms. Margaret Brisbane as the Director of the Information Technology Department (ITD), Chief Information Officer. She reported Ms. Brisbane served as an interim Director of the Department since February 2021; she made her mark on the Department with the implementation of the Enterprise Resource Planning (ERP) System. Mayor Levine Cava indicated Ms. Brisbane had been with ITD since 2005 and had extensive experience in planning, directing and coordinating the complex activities within the department. In closing, Mayor Levine Cava noted that Ms. Brisbane was not only the first woman to lead ITD, but also the first woman of color.

Miami-Dade County Mayor Daniella Levine Cava noted she was pleased to announce the appointment of Mr. Roy Coley as the Director of the Water and Sewer Department (WASD). She pointed out Mr. Coley had a vast knowledge of water management systems, including high quality drinking water systems, waste water treatment plants, capital improvement implementation and septic to sewer planning. Throughout his career, Mayor Levine Cava noted, Mr. Coley had driven innovation and resilient sea level adaptation, specifically focused on customer and employee experience. She noted Mr. Coley previously served as the Director of Public Works at the City of Miami Beach and pointed out she was impressed with Mr. Coley�s vision and his ability to execute plans and was excited to welcome aboard Mr. Coley.

Chairman Diaz opened the Public Hearing.
The following persons appeared before the Board:
Mr. Carlos Giminez, 517 Minorca Avenue, Miami, Florida, spoke in support of Agenda Item 5A.
Mr. Rick Brooks, EAC Consultant spoke in support of agenda item 5A.
Ms. Terry Garcia spoke in support of Agenda Item 5A.
Mr. Roy Hardemon, Chairman, Model City Advisory Board, 701 NW 1ST Court, Miami, Florida, spoke in support of Agenda Item 5A.
Seeing no one else come forward to speak, Chairman Diaz closed the Public Hearing.
Commissioner Martinez explained the intent of the foregoing ordinance and pointed out this legislation was not about the Miami-Dade County Expressway (MDX) Authority, but was about defending the County�s right to self-governance and stated that preemption hurt Miami-Dade County. He expressed his concern regarding allowing people residing in a different area of the State of Florida to govern Miami-Dade County, and felt it was necessary to defend the County�s Home Rule Charter.
Chairman Diaz concurred with Commissioner Martinez� comments and pointed out that, a major attack occurred on the County�s charter a few years ago, but indicated Miami-Dade County was successful in retaining the charter. He urged Board members to support this ordinance.
Commissioner Sosa said she voted against this ordinance during its first reading; she inquired whether the Board taking a position on this matter would help the process if this went to litigation.
Responding to Commissioner Sosa�s inquiry, Assistant County Attorney Oren Rosenthal indicated by enacting this ordinance the Board would be exercising its authority under the Florida Constitution to nullify the special law that was passed by the Legislature that affected only Miami-Dade County. In addition, he stated this would help the position in court because it would state that our constitutional rights were being exercised to eliminate that law, and the State of Florida (the State) would have to challenge that law. Assistant County Attorney Rosenthal explained under the constitutional provision Miami-Dade County prevented the State from enacting any law targeted directly and/or exclusively at Miami-Dade County.
Commissioner Sosa opined that the sponsors of this legislation needed to do more in regards to educating constituents as they were protected by the Home Rule Charter. She noted that the community would suffer if the State took funding from Miami-Dade County projects to fund projects in other places. In closing she noted after being provided the appropriate legal information, she was now in favor of the foregoing ordinance.
Commissioner Regalado noted that an adversarial relationship between the County and the State of Florida should not exist. She expressed her concern regarding taking an �us against them� stand with the State, however she would be supportive of the foregoing proposed ordinance. Commissioner Regalado noted although this would end up in litigation, she suggested having an open conversation with the State Legislators regarding compromising to come to an agreement and supporting MDX.
Commissioner Garcia gave historical details regarding the creation of MDX. He pointed out that the State Legislature, due to excessive tolls, has led to this battle, created MDX. Commissioner Garcia indicated that he was in support of protecting the Home Rule Charter, but was not in support of the foregoing proposed ordinance.
Vice Chairman Gilbert, III noted there was a fundamental breakdown in communication when attempting to come to an amicable solution to the issue. He noted State Legislators should not make laws specific to Miami-Dade County.
Commissioner Monestime noted he was in support of this ordinance and asked to be listed as a co-sponsor.
Commissioner Regalado opined that once this legislation became effective and if litigation began, none of the commission were allowed to be involved. She expressed her concern that there was a small window to resolve this and inquired whether there was an option to meet with the delegation.
With regard to Commissioner Regalado�s inquiry, Assistant County Attorney Oren Rosenthal explained Board members could have a sunshine meeting with members of the Miami-Dade County Legislative Delegation to discuss legislative options to resolve this dispute.
Commissioner Regalado recommended scheduling a sunshine meeting the Miami-Dade County Legislative Delegation; she noted this was an opportunity to have a conversation and have good faith negotiation.
Chairman Diaz noted he would set up a sunshine meeting regarding this matter.

Commissioner Garcia made a motion to accept Mayor Daniella Levine Cava�s recommendation to withdraw the foregoing proposed resolution; Commissioner Higgins seconded this motion for discussion.
Chairman Diaz noted if the item was withdrawn, the negotiated recommendations should be returned by the next Board of County Commissioners (BCC) meeting.
Commissioner Sosa expressed her concern regarding the language in the resolution stating to reject all proposals to add five (5) additional requirements, which were not a part of the solicitation. She noted she was in favor of the process, which was set by the commission, and she wanted to protect the integrity of the process. Commissioner Sosa inquired if requirements could be added after solicitation was complete and recommendations were put forward.
Assistant County Attorney Oren Rosenthal responded to Commissioner Sosa�s inquiry noting awards cannot be conditioned based on requirements that were not within the solicitation, however firms were able to offer the County extra benefits if they wish to.
Commissioner Sosa reiterated her concern noting that the Mayor was recommending continuing negotiation, and she noted if this item was deferred to include additional things, this could set a precedence for future proposals. She indicated the procurement/proposal process needed to be protected therefore she was not in support of Commissioner Garcia�s motion to defer this resolution.
With regard to the motion to withdraw, Commissioner Heyman noted since this was advertised she received many calls from interested entities. She suggested the Administration return to the BCC with new language, negotiate the existing contract with the top two firms, and follow the process. Commissioner Heyman made a motion to deny withdrawal, deny the rejection of all proposals and to direct the Mayor to negotiate the top two (2) firms under the current language proposed.
Commissioner Higgins concurred with Commissioner Heyman�s earlier comments; noting she wished to withdraw the second to Commissioner Garcia�s motion and would support and second the motion made by Commissioner Heyman.
Commissioner Heyman clarified that her motion was to deny the withdrawal and to deny and reject all recommendation of all proposals; instead direct the Mayor or Mayor�s designee to negotiate with the two (2) top responsive applicants under the current language and negotiate further on behalf of the county.
Commissioner Martinez noted he was in support of Commissioner Heyman�s motion.
Following further discussion between Commissioner Cohen Higgins and Office of the Mayor, Chief Operations Officer Jimmy Morales regarding the procurement process and the Administrations recommendations, Mayor Levine Cava explained that the withdrawal achieved what the Board members wanted to accomplish which is to move forward with negotiation.
Mayor Levine Cava explained that she inherited numerous procurements items that sat for approximately a year which were left to her and the new Administration to resolve. She noted as the Mayor with a new set of priorities and reflecting the policies of the BCC, she wanted the opportunity to bring those concerns to the table.
Discussion ensued between Commissioner Sosa and Mayor Levine Cava regarding the negotiation with the top two firms, the solicitation, the requirements and the qualifications.
Commissioner Sosa indicated she was uncomfortable supporting this because adding requirements was not a part of the procurement process; she noted this could set a precedence.
Chairman Diaz explained that Board members� comments indicated that the procurement process needed to be followed to allow the firms to compete and following the process avoid protests. He recommended to the Administration that if anything comes back before the Board, be clear and concise to avoid issues and withdrawal.
Commissioner Regalado expressed her concern noting that the supporting documents Board members received did not include many of the issues raised by concerned parties. She asked moving forward that information presented to the Board be consistent and concise to avoid confusion.
Commissioner Heyman noted within her motion, she wished to add the following; deny the withdrawal, deny to reject all proposals and negotiate the top two responsive applicants �under current language�.
Mayor Levine Cava noted that she and her Administration had not put this procurement together and that future procurements would look different. She also noted that she reviewed the subject items along with the County Attorneys, the recommended firms and indicated they have willingly agreed to the additional considerations, which would come back to the Board. Mayor Levine Cava stated at that time the Board was free to accept or reject the contracts and she reiterated this item was to withdraw the rejection and resume negotiations.
Chairman Diaz indicated he wanted to see this item return to the Board by the next BCC meeting.
Assistant County Attorney Rosenthal advised the Board of Code provision 2-8.3 that required 10 days before consideration between filing an award recommendation until consideration by the Board. He added directing the item to come before the Board by the next Board meeting in 14 days may present a problem, however the Board may waive that provision by a 2/3rd vote. Assistant County Attorney Rosenthal noted this could be added to Commissioner Heyman�s motion to add in a 2/3rd vote, which would allow the recommendation to be filed less than 10 days prior to the next Board meeting.
Following clarification of Commissioner Heyman�s motion to waive the 10-day consideration between filing an award recommendation until consideration by the Board. Further discussion ensued regarding the motion and the aforementioned waiver.
Hearing no further questions or comments, the Board proceeded to vote on the foregoing resolution as amended.
Following the vote, Assistant County Attorney Rosenthal advised Board members that when the commission referred an item back to the Mayor to issue further action and return with a recommendation, the Cone of Silence re-descends.
It was moved by Commissioner Heyman to amend the foregoing proposed resolution. This motion was seconded by Commissioner Higgins and upon being put to a vote, passed by a vote of 10-3 (Commissioners Gilbert, Hardemon and McGhee voted No).
The amended version of this resolution has been assigned Resolution No. R-406-21.

Chairman Diaz noted this was an attempt to gain clarity on the forgoing proposed resolution.
Mr. Daniel Munilla, President, Magnum Construction Management (MCM) 6201 SW 70th Street, Miami, Florida, noted he was making a last appeal to the Board to award this project to MCM who worked hard to win the award. He indicated the sanctity of the bid process had been compromised as the County Attorney determined Suffolk/NV2A (Suffolk) Construction Company Inc. did not qualify due to local preference; therefore, MCM should be ranked first. Mr. Munilla questioned whether the proper procedures were followed during this procurement/bid; he gave further details and history regarding this contract as well as the procurement process. He expressed concern regarding the bids being rejected after MCM fairly won the contract. In closing, Mr. Munilla requested the Board to reject the current recommendation and award the contract to MCM under the same contract terms that were negotiated with Suffolk.
Mr. Michael Llorente, 801 Arthur Godfrey Road, Miami, Florida, Attorney representing Suffolk/NV2A spoke regarding the Miscellaneous Construction Contracts (MCC) MCC-9-18 (General Contractor for Miscellaneous Construction) procurement contract. He noted the County issued a Request for Qualification (RFQ) and the County�s selection committee determined that Suffolk was the most qualified firm. Mr. Llorente pointed out that the Suffolk/NV2A joint venture was local and the County�s local preference ordinance did not address the treatment of joint ventures. In closing, Mr. Llorente urged the Board to award the contract to the most qualified proposer, Suffolk/NV2A.
Ms. Dorothy Brown Alfaro, 4699 NW 7th Avenue, Miami, Florida, Small Business Advocate spoke in favor of moving forward with awarding the MCC-9-18 program. She asked the Board to award the most responsible and responsive bidder and she asked that MCC-8-10 be extended to provide small businesses with future contract opportunities.
Seeing no one else come forward to speak, Chairman Diaz closed the public hearing.
Jimmy Morales, Chief Operations Officer, Office of the Mayor explained the recommendation before the Board today was to withdraw the Mayor�s memorandum, and noted there had not been a request to throw out bids. He stated based on new information from the Office of the Tax Collector regarding Suffolk�s Business Tax Receipt (BTR) not being effective for a continuous year, the company being recommended in the current memo did not benefit from local preference. Therefore, Mr. Morales pointed out this company was not a recommended company.
Responding to Chairman Diaz� request to clarify the Board�s options regarding this contract, Assistant County Attorney Rosenthal indicated that the Board had a wide range of options and detailed various options and actions the Board could take to address the Mayor�s recommendation, this bid and awarding this contract.
Commissioner Heyman noted she was opposed to withdrawal of the Mayor�s recommendation and noted if this was withdrawn, the Board was left open to being extensively lobbied. She expressed concern regarding the bid process, mentioned the importance of local preference and explained how businesses were deemed local preference and how this process was problematic for this application. Commissioner Heyman asked Assistant County Attorney Rosenthal to clarify what occurred with Suffolk/NV2A.
Responding to Commissioner Heyman�s inquiry, County Attorney Rosenthal explained that upon a review of the Local Business Tax submitted with Suffolk/NV2A joint venture�s proposal, the Tax Collector noticed that the general contractor qualifier required to possess a valid local preference business tax in the category of general contractor was not available to Suffolk/NV2A for one full year prior to bid submittal. Assistant County Attorney Rosenthal went on to explain case law regarding procurement and indicated cures of defects were not allowed after the proposal has been submitted. He stated therefore Suffolk/NV2A could not go back and fix this problem by applying for another Local Business Tax. Assistant County Attorney Rosenthal advised subsequently they were entitled to the local preference, even though they were the top ranked vendor because of the selection committee�s evaluation. He commented according to the local preference ordinance, when a firm that was not entitled to the local preference was ranked above a local firm (within 5%), negotiations commence with the second ranked firm first.
Commissioner Heyman inquired whether Suffolk/NV2A was properly before the Board under a separate ordinance regarding non-responsiveness and non-compliance.
Assistant County Attorney Rosenthal explained that local preference was not a responsiveness issue, but a reward and an order of negotiation issue. He noted Suffolk was not entitled to enter negotiations first because of their ranking first, because they were a non-local firm and announced the local firm MCM would be entitled to be reviewed for responsibility and responsiveness, and then enter negotiations. Assistant County Attorney Rosenthal further explained, if the selection committee�s rankings were maintained and they were still within the 5%, then negotiations should be held with MCM under the local preference ordinance and to analyze whether MCM was responsive and responsible. He advised that the Board also had the option of re-ranking and taking Suffolk/NV2A outside of that 5%, if it believed that Suffolk was more than 5% of the selection criteria enumerated in the solicitation above the second ranked local firm. Assistant County Attorney Rosenthal commented currently the Mayor�s memorandum was not in compliance with the local preference ordinance because no negotiation took place with the second local bidder over the top ranked bidder who was non-local and ranked within 5% of the second bidder.
Further discussion ensued between Board members and Assistant County Rosenthal regarding the MCC program benefits to small businesses and the Board�s options regarding the procurement process involving Suffolk/NV2A and MCM.
Responding to Commissioner Martinez� inquiry regarding whether the contract could be legally awarded to Suffolk or MCM today, Assistant County Attorney Rosenthal indicated that the contract could be awarded to Suffolk today if the Board finds that Suffolk was outside of the consideration zone for local preference. He noted the Board would have to find that Suffolk was much better than the other vendors outside of the 5% range and he also explained that the Board could re-rank the vendors based on the information they possessed. In regards to awarding the contract to MCM today, Assistant County Attorney Rosenthal noted that under the local preference ordinance, MCM had the right to negotiate first; but MCM had not gone through negotiation or the final vetting of responsiveness and responsibility process. He stated if the contract was awarded today, there had to be a negotiated contract and he highlighted a potential risk of unforeseen defects associated with MCM. Assistant County Attorney Rosenthal explained the proper path of the procurement process would include negotiations with MCM and submittal of an award recommendation to the Board, subject to bid protest and challenge by the other participants in the process. He reported this would be a properly vetted procedure, therefore providing the Board with all information at the time of consideration.
Commissioner Hardemon expressed his concern regarding Suffolk/NV2A backdating its Business Tax Receipt (BTR) in an attempt to meet qualification to bid for the MCC contract. He pointed out Suffolk should not have been ranked number one and indicated the company that followed the proper procedure should be awarded the contract.
An extensive discussion ensued between Board members and the Tax Collector regarding local preference designation, ranking, BTR and the procurement process.
Chairman Diaz expressed his concern regarding the procurement process for this contract; he suggested a new procurement process be put in place. He noted this was a task for the Airport Committee to review.
It was moved by Commissioner Garcia to follow the Internal Services Department�s (ISD) recommendation to award the contract to Suffolk/NV2A and not bring it in-house. This motion was seconded by Commissioner Monestime and upon being put to a vote, failed by a vote of 4-9 (Commissioners Higgins, McGhee, Regalado, Sosa, Souto, Hardemon, Heyman, Vice Chairman Gilbert and Chairman Diaz voted No.)
The following amendment was suggested by Commissioner Heyman: in addition to refusing the withdrawal of the foregoing resolution, to deny the award to Suffolk because of the local preference issue not rendering at the first negotiation; to proceed with the contract schedule of negotiation, which is to negotiate with the next responsive, responsible bidder, which currently is MCM and to bring back to the Board for award.
In closing, Assistant County Attorney Rosenthal indicated that until a new recommendation has been submitted, this item was subject to the Cone of Silence once again.
Hearing no further questions or comments, the Board proceeded to vote on the resolution as amended.
It was moved by Commissioner Heyman to amend the foregoing proposed resolution. This motion was seconded by Commissioner Gilbert and upon being put to a vote, passed by a vote of 9-4 (Commissioners Martinez, Monestime, Regalado and Garcia voted No).

Commissioner Garcia suggested the following amendment to request Mayor Daniella Levine Cava to open Northwest 170th Street and keep the interlocal agreement between the Town of Miami Lakes and the City of Hialeah for the Lanier park high lines project.
Chairman Martinez expressed his concern with Commissioner Garcia�s suggested amendment, noting that due to ongoing litigation this amendment may create further issues.
Responding to Chairman Martinez� concern regarding Commissioner Garcia�s amendment, Assistant County Attorney Bruce Libhaber clarified that the underlying item did not relate to the litigation; however the proffered amendment does relate to the matters in the ongoing litigation.
County Attorney Geri Bonzon Keenan advised that the foregoing proposed item contained a scrivener�s error in the memo that should be corrected as follows:

REPORT:
Commissioner Sosa expressed her concern regarding the funding being allocated to start programs that were similar to programs currently offered by Miami-Dade County; noting funding was needed for other areas.
Commissioner Garcia explained the intent of this resolution, noting this directed Miami-Dade County Mayor Daniella Levine Cava to review establishing career academies that could create jobs at the airport and seaport. He announced the amendment before the Board today has nothing to do with funding of the programs.
Commissioner Regalado noted the Children�s Trust had a successful summer program for teens; she suggested amending the foregoing resolution to include the Children�s Trust.
Commissioner Monestime offered the following amendment: if approved the program be made available to all public school students without any residency requirements.
Responding to Commissioner Martinez� inquiry regarding the amount of funding going to this program, Morris Copeland, Chief Community Services Officer, Office of the Mayor, explained that the county was putting in approximately $800,000, the Children�s Trust was putting $1.5 million and he was uncertain about the amount Career Source was allocating. He noted the caveat was that only students enrolled in Miami-Dade County Public Schools (MDPS) could participate; children in charter schools or private school were not able to participate. Mr. Copeland noted Fit to Lead was another option through the parks department to work with children that were not enrolled in MDPS.
Commissioner Hardemon expressed his concern and noted although he was uncertain regarding the amount of money from the naming rights agreement that would go to each district to combat gun violence or to the Peace and Prosperity Plan, he was certain that Commissioner Garcia did not have $1 million to give from his district to create a program. Commissioner Hardemon said he felt the amendment Commissioner Garcia offered was intellectually dishonest because he did not have the funds to give and essentially this would usurp the previous resolution passed allocating funds to fight gun violence in the areas where this violence was occurring.
Commissioner Monestime indicated he was not in support of the resolution if the amendment regarding allocating $1 million was included.
Responding to Chairman Diaz� inquiry regarding how soon a meeting to discuss this issue could be held, County Attorney Geri Bonzon Keenan advised the Board could make a motion today to extend today�s meeting or the Board could call a special meeting. She indicated; the other option, which would limit the Board taking action, would be if the Chairman scheduled a workshop or a Committee of the Whole meeting.
Vice Chairman Gilbert, III indicated it was appropriate to have a special meeting to allow Mayor Levine Cava to bring her items forward to work out this issue.
Chairman Diaz advised the County Attorney that he was calling a special meeting to discuss this issue; he asked the County Attorney�s office to prepare all the necessary information to hold the special meeting.
Commissioner Sosa asked Commissioner Garcia to defer the foregoing proposed resolution to allow time to sort out the issues brought forth.
Commissioner Garcia explained the intent of the resolution and noted he wished to move forward voting on the foregoing proposed resolution.
Following further discussion between Commissioner Sosa and Commissioner Garcia regarding this resolution, Commissioner Garcia stated that his amendment was not intellectually dishonest. Subsequently Commissioner Garcia�s motion to amend this resolution failed due to lack of a second.
Commissioner Regalado noted the Children�s Trust had a successful Summer program for teens; she suggested amending the foregoing resolution to include the Children�s Trust.
Commissioner Monestime also offered an amendment; if approved, make the program available to all public school students, with no residency requirements.
Hearing no further questions or comments the Board proceeded to vote on the foregoing proposed resolution as amended.

REPORT:
During the Setting of the Agenda, at the request of Commissioner Sosa, County Attorney Geri Bonzon Keenan read the following amendment into the record:
-On handwritten page 5, the second whereas clause should read, �whereas every visitor and resident of Miami-Dade County must be informed and educated about water quality impacts relating to littering, pollution and fertilizer, and be given ample opportunities to create a personal connection to, and responsibility for, the health of Biscayne Bay;
-On typewritten pages 5 and 5, the enactment clause is amended in subsection 2, to read as follows: inform the public o proper and improper ways to dispose of trash and the impacts of littering, marine debris and fertilizers to the health and management of Biscayne Bay
She also noted the report should be provided to the Board within 120 days instead of 30 days.
It was moved by Commissioner Sosa to amend the foregoing proposed resolution. This motion was seconded by Commissioner Regalado and upon being put to a vote, passed by a vote of 12-0 (Commissioner Hardemon was absent).
The amended version of this resolution has been assigned Resolution No. R-474-21.

REPORT:
Responding to Commissioner Martinez� inquiry regarding whether the funding being distributed was in addition to the funding for gun violence from the naming rights of the basketball arena, Assistant County Attorney Shanika Graves explained that this legislation allowed Miami-Dade County Mayor Daniella Levine Cava to identify the legally available funding; which could include the aforementioned funding.
Commissioner Hardemon expressed his concern regarding the gun violence within the communities. He noted information regarding gun violence within his district was incomplete and he was alarmed that this legislation was only directing funding to two districts. Commissioner Hardemon commented the resolution should allow commissioners to use the percentage of funding that applied to their respective districts.
Vice Chairman Gilbert, III noted his support of the foregoing proposed resolution.
Commissioner Regalado noted she was in support of the foregoing proposed resolution, however violence was higher in the summer and programming for youth was needed during the summer months.
Commissioner Sosa asked for a report regarding how this resolution helped the community in a positive manner and stated this would allow the commission to continue allocating funding to the needed areas.
Commissioner McGhee noted the following amendment to the foregoing resolution:
-On handwritten page 3, within the title, to add the word �Public Health� before �Safety Neighborhood Emergency Team Pilot program�; the title should read Resolution establishing the Public Health Safety Neighborhood Emergency Team Pilot program.
-On handwritten page 6, Section 3; to replace between June 1, 2021 and July 1, 2021, with on June 1, 2021.
-On handwritten page 7, Section 3; to replace June 15, 2021 with June 1, 2021.
-On handwritten page 8, Section 4; to replace July 1, 2021 with June 1, 2021.
Hearing no further questions or comments, the Board proceeded to vote on the foregoing resolution as amended.
