Agenda Items Review Process
PTP Amendments and Projects Recommendation
The Citizens’ Independent Transportation Trust (CITT) reviews and makes recommendations on proposed amendments and projects related to the People’s Transportation Plan (PTP). The Office of the Citizens' Independent Transportation Trust (OCITT) provides staff support to the CITT as needed.
If the Miami-Dade County Board of County Commissioners (BCC) rejects a recommendation, the item is returned to the CITT for reconsideration. The CITT may review the proposal and resubmit the same or a modified recommendation to the BCC.
After reconsideration, the BCC must approve any action that overturns or modifies the CITT’s recommendation by a two-thirds vote.
Once approved, project priorities may still be adjusted through the federally and state-mandated planning process conducted by the Miami-Dade Transportation Planning Organization (TPO).
Agenda Items Review Process
Proposed amendments and projects related to the People’s Transportation Plan (PTP) are reviewed through a structured process involving the Citizens’ Independent Transportation Trust (CITT) and the Miami-Dade County Board of County Commissioners (BCC).
Step 1: Item Submission
Items such as contracts, Joint Participation Agreements (JPAs), Memoranda of Understanding (MOUs), and PTP amendments are submitted to the County administration and the Office of the CITT.
Step 2: CITT Committee Review
The item is placed on the agenda of the appropriate CITT committee for review and discussion.
Step 3: CITT Recommendation
The full CITT reviews the item and forwards its recommendation to the BCC.
Step 4: BCC Consideration
The item is reviewed by a BCC committee and then considered by the full Board of County Commissioners.
Step 5: Final Action

If the BCC adopts the CITT recommendation, the item is approved.
- If the BCC overrides the CITT's recommendation with a two-thirds vote, the item is approved.

If the BCC overrides the CITT's the recommendation with less than a two-thirds vote, the item is returned to the CITT for reconsideration.
Once approved, project priorities may still be adjusted through the federally and state-mandated planning process conducted by the Miami-Dade Transportation Planning Organization (TPO).
