The Underline
The Underline reimagines mobility by transforming the land beneath Metrorail into a 10-mile linear park and multimodal corridor, enhancing first-and-last-mile access to transit. Its innovative combination of green infrastructure, technology, and public space has positioned Miami-Dade as a national model for people-focused mobility. The project has inspired collaboration among public agencies, private partners, and community organizations, proving that innovative thinking can transform infrastructure into an asset that enhances quality of life and economic vitality.

Innovation & Impact Award Finalists

Brightline
Brightline delivers the country’s first privately funded higher-speed rail in decades, connecting major South Florida cities with modern, tech-enabled, sustainable service. Its stations integrate seamlessly with local transit and spur significant economic development, redefining regional mobility. Brightline’s service has significantly improved regional connectivity, reducing travel times between Aventura, downtown Miami, Fort Lauderdale, and West Palm Beach, and now even Orlando.

Metro EXPRESS (Bus Rapid Transit Service)
The Metro EXPRESS BRT service brings rail-like speed and reliability to South Dade through dedicated lanes, level boarding, and advanced fare and signal technologies. It expands access to jobs and services while reducing emissions and elevating the county’s transit standards. This project exemplifies how bold, innovative solutions can deliver lasting benefits for communities, positioning Miami-Dade as a leader in modern, multimodal transportation.

Golden Glades Multimodal Transportation Facility
This state-of-the-art hub links bus service, Tri-Rail, and vehicle travel in a centralized, 10-acre facility. With upgraded amenities like Wi-Fi, real-time signage, enhanced safety features, and EV charging, it delivers a seamless, modern, multimodal travel experience. This facility concentrates all services around a central core, serving as a destination point for community residents, employees, and visitors while matching existing and planned development.

Onward & Upward Award Finalists

City of Miami
The City of Miami has demonstrated extraordinary improvement, moving from audit findings to full compliance and strong stewardship of transportation surtax funds. Its 13-route trolley network – the largest in the county – supports 41 percent of all municipal ridership and continues expanding access with reliable, frequent service. By expanding routes, improving frequency, and integrating real-time tracking technology, the trolley system has become an accessible alternative to driving, reducing congestion and supporting first-and-last mile connections to major transit hubs.

Coral Gables leads the region in multimodal excellence through its high-performing trolley system, early adoption of microtransit, and strong commitment to walkability and micromobility. Opa-locka achieved a 95% year-over-year increase in ridership thanks to its Freebee on-demand transit service – nearly doubling usage through a flexible, tech-driven mobility option. Its rapid growth reflects the city’s commitment to accessible transportation for residents. Beyond its impressive ridership growth, Opa-locka’s adoption of innovative, technology-driven solutions positions it as a leader among smaller municipalities striving for better mobility for all.

About Citizens' Independent Transportation Trust

The CITT is an independent entity of volunteers that was created to oversee the expenditure of proceeds from the half-penny sales surtax, which is dedicated to transportation projects in Miami-Dade County. Trust members help advance the community’s vision for public transportation by contributing their knowledge, skills, and experience to the oversight of surtax-funded improvements.
