Miami-Dade Public Housing and Community Development (PHCD) hereby advertises that a public hearing for tis proposed Substantial Amendments to FY 2013-2017 Action Plans, and Corresponding FY 2013-17 Consolidated Plans of the Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG), has been scheduled to held at the Housing and Social Services Committee (HSSC) meeting on Monday, September 11, 2017 at 9:30 a.m.

The public hearing will be held inside the Board of County Commissioner Chambers, located on the second floor of the Stephen P. Clark Center, 111 NW 1st Street, Miami, Florida 33128.

Request for Applications (RFA) Surtax/SHIP

 

Fiscal Year 2017

Public Housing and Community Development (PHCD) is announcing the availability of the FY 2017 Request for Applications (RFA) for Documentary Stamp Surtax, and State Housing Initiatives Partnership (SHIP) funding for Multi-Family Rental, Elderly and Workforce Housing, Acquisition/Rehabilitation, Small Developments, Public Housing and Homebuyer Counseling. Applications may be picked up from 8:00 A.M. to 5:00 P.M. beginning on May 31, 2017 at PHCD’s offices located at 701 NW 1st Court, 14th Floor, Miami, Florida 33136. Please refer to the Comments and Responses below for PHCD's responses to the questions about the FY 2017 Surtax/SHIP RFA received through Tuesday, May 30, 2017.
Completed applications must be submitted to the Clerk of the Board, at the Stephen P. Clark Center, 17th Floor, 111 N.W. 1st, Miami, Florida 33128 from May 31, 2017 until June 29, 2017 (Monday– Friday except on Holidays observed by the County).

On June 30, 2017, completed applications will only be accepted during the hours of 9:00AM and 12:00PM and will only be received at the Department of Public Housing and Community Development located in the Overtown Transit Village (North), 701 NW 1st Court, 2nd floor Training Room, Miami, FL 33136.

  • Preliminary scores are available for the Homebuyer Education and Counseling category. Applicants will have the opportunity to discuss the scores with PHCD staff starting Friday, August 18, through Wednesday, August 23, 2017, at PHCD’s offices located at 701 NW 1st Court, 14th Floor, Miami, Florida 33136.

Important Notice Regarding Responsible Contractor/Subcontractor Affidavit

It has been determined that a number of the Request for Application FY2017 Surtax/SHIP applications are missing a required form, the Responsible Contractor/Subcontractor Affidavit Form (RFTE 1).

Ordinance 14-16 (see attached, page 7, section F) allows an opportunity to cure for this specific item only. See the following language below:

(f) The County shall provide notice to any contractor who fails to submit a Responsible Contractor Affidavit, that said contractor has forty-eight (48) hours from the time of notification to submit a Responsible Contractor Affidavit or its bid or proposal will be deemed nonresponsive and disqualified.

You must respond by completing the Responsible Contractor/Subcontractor Affidavit Form (RFTE1) for each development submitted.  

The form must be signed, notarized, and the original returned to 701 NW 1st Court, 14th Floor, Miami, Florida 33179, by the close of business on Wednesday, August 16, 2017. Please note that this determination is only for the specific affidavit and no other determination is being made at this time and no other cures are allowed for the RFA.

FY 2017 Miami-Dade County Local Government Match Contribution Application

Public Housing and Community Development (PHCD) is announcing the availability of Local Government Match Contribution Funds.  Please find the Miami-Dade County Request for Local Government Match Contribution Application for inclusion in the upcoming Florida Housing Finance Corporation SAIL RFA Number 2017-108. The deadline to submit requests for FY 2017 Local Government Match Funds is October 2, 2017.  Questions, comments and completed forms (original signature) should be directed to the attention of:

Fiscal Year 2016  (Available for Informational Purposes Only)

Public Housing and Community Development (PHCD) is announcing the availability of the Request for Applications (RFA) for Documentary Stamp Surtax and State Housing Initiatives Partnership (SHIP) funding. The deadline for application submission is 12 noon on September 29, 2016.  Applications submitted after the NOON deadline will not be accepted.

Please refer to the attached Addendum No. 1 and Amendment No. 1 for PHCD’s responses to questions about the 2016 Surtax/SHIP RFA received through Friday, September 16, 2016.

Proposed Recommendations for FY 2016 Surtax/SHIP funding to support Homebuyer Counseling Services were published.  The Housing and Social Services Committee held a public hearing on Monday, April 10th, 2017 at 9:30 a.m. on the Proposed Funding Recommendations for FY 2016 Surtax/SHIP funding for Homebuyer Counseling Services.  The item was considered for final action at Board of County Commissioners (BCC) Meeting on Tuesday, May 2, 2017 at 9:30 a.m. or on the next regularly scheduled BCC Meeting if not approved.  Both meetings were held inside Board of County Commission Chambers located on the second level of the Stephen P. Clark Center, 111 NW 1st Street, Miami, Florida 33128.

Fiscal Year 2016 CAPER available now

The public was notified that the Miami-Dade County FY 2016 Consolidated Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) Programs was available for review and comments.  Comments were to be submitted in writing from March 14, 2017 through March 28, 2017 to the attention of Mr. Michael Liu, Director, Public Housing and Community Development (PHCD) 701 NW 1st Court, 16th Floor, Miami, Florida 33136.

Affordable Housing Trust Fund Board

The Affordable Housing Trust Fund was created in 2007 per Ordinance No. 07-15 to serve as a permanent renewable source of revenue to assist with the housing needs of Miami-Dade County residents.

Quail Roost Transit Site:

Miami-Dade County Public Housing and Community Development (PHCD) and Department of Transportation and Public Works (DTPW) announce the release of the Request for Proposals (RFP) for the Mixed-Use Housing and Commercial Transit-Oriented Development of the Quail Roost Site on February 17, 2017.  A Pre-Proposal Conference was held on Friday, February 24, 2017.  Questions regarding the document were accepted until Friday, March 3, 2017, at 12 Noon (Local Time).  Miami-Dade County has provided answers in the form of an Addendum. Correspondence regarding this RFP should be sent to the Attention of: Ms. Indira Rajkumar-Futch, Procurement Contracting Manager, at indi@miamidade.gov.  The  deadline for submission of proposals is Tuesday, May 23, 2017, at 12 Noon (Local Time) at Overtown Transit Village – 701 NW 1 CT, 16th Floor, Miami, FL 33136.

Okeechobee Transit Site:

Miami-Dade County Public Housing and Community Development (PHCD) announces the release of the Request for Proposals (RFP) for Building Better Communities General Obligation Bonds Mixed-Used Housing and Commercial Transit-Oriented Development of the Okeechobee Transit Site. A Pre-Proposal Conference was held on Friday, September 23, 2016. Questions regarding the document were received until Wednesday, September 28, 2016.  Miami-Dade County provided answers to questions from vendors. Correspondence regarding this RFP should be sent to the Attention of: Ms. Indira Rajkumar-Futch, Procurement Contracting Manager, at indi@miamidade.gov. In response to requests from a number of interested parties, Miami-Dade County has extended the RFP submission deadline to Friday, December 9, 2016, at 12 Noon (Local Time) at Overtown Transit Village – 701 NW 1 CT, 16th Floor, Miami, FL 33136.

Miami-Dade Public Housing and Community Development (PHCD) is addressing residents’ and community concerns about the violence around Liberty Square public housing development by investing over $500,000 in security enhancements as part of the Liberty City Rising initiative. 

“Ensuring the safety of all residents is essential to building a healthy and sustainable community,” said Miami-Dade County Mayor Carlos A. Gimenez. “This investment, which is responsive to the needs of the residents, helps create a safe environment for families residing in Liberty Square.”

Mayor Carlos A. Gimenez, Commissioner Audrey Edmonson, Miami-Dade Public Housing and Community Development Department, and partners unveiled new technology for Liberty Square residents.
