PHCD is funded by the U.S. Department of Housing and Urban Development (HUD) and is required to provide reports that provide information regarding our operations, programs, and services as well as informing HUD, the families served, and members of the public of our mission, goals and objectives for serving the needs of low-income families. In addition, PHCD provides other supporting documents that contain policies and procedures related to the occupancy of its subsidized rental housing programs.
The 2020-2024 Analysis of Impediments to Fair Housing (AI) is a document required by the Department of Housing and Urban Development (HUD) to be submitted, along with the Consolidated Plan, every five years by jurisdictions that receive federal funding such as Community Development Block Grant funds (CDBG). As a grant recipient of federal funds, Miami-Dade County is committed to Affirmatively Furthering Fair Housing (AFFH) as required by HUD and to making a concerted effort to combat housing discrimination against protected classes, which are race, religion, national origin, color, familial status, sex and disability.
The ACOP is a supporting document to Miami-Dade Public Housing and Community Development's Public Housing Agency Plan. The purpose of the ACOP is to establish written policies in accordance with United States Department of Housing and Urban Development (USHUD) regulations and in regards to matters not covered under the USHUD regulations. It contains PHCD's internal policies for the Public Housing Division and Applicant Leasing Center.
The Section 8 Administrative Plan is a supporting document to Miami-Dade Public Housing and Community Development's PHA Plan. The purpose of the Section 8 Administrative Plan is to establish written policies in accordance with USHUD regulations and in matters not covered under the regulations but left to local discretion. It contains PHCD's internal policies for the Section 8 Housing Choice Voucher, Section 8 Project-based, Moderate Rehabilitation, Section 8 Homeownership, and other USHUD special allocation programs.

The Department of Public Housing and Community Development (PHCD) provides a Policies and Procedures (PnP) Manual to assist CD Staff and sub-recipients of CDBG, HOME, ESG and other federal funds in the management of funded projects. The manual outlines some of the key tasks that should be conducted when administering Federal funds.
Miami-Dade Public Housing and Community Development (PHCD) hereby advertises that a public hearing for its proposed FY 2018 Action Plan Funding Recommendations, Substantial Amendments to FY 2014-2017 Action Plans and Corresponding FY 2013-17 Consolidated Plans of the Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG), has been scheduled to be held at the Housing and Social Services Committee (HSSC) meeting on Tuesday, July 17, 2018 at 12:00 noon. The public hearing will be held inside the Board of County Commission Chambers, located on the second floor of the Stephen P. Clark Center, 111 N.W. 1st Street, Miami, Florida 33128.
The public is invited to attend and comment. Comments may also be submitted in writing until Thursday, July 19, 2018 to the attention of Mr. Clarence Brown, Division Director at Public Housing and Community Development (PHCD), 701 NW 1st Court, 14th Floor, Miami, Florida 33136 or via e-mail [email protected].
