Program Excellence Support Services
HR supports HCD’s most valuable asset—its people—through hiring, employee development and compliance with County policies.Services & Resources:

Operational Support Services provides the infrastructure, resources, and safeguards that keep the department running efficiently and responsibly.
Core Functions:- Administrative & Logistics Support – Coordinating facilities, supplies, and internal processes
- Emergency Management – Planning and supporting departmental emergency response and recovery
- Fleet Management – Ensuring vehicles and equipment are safe, reliable, and operational
- Safety – Promoting a safe and healthy workplace
- Resource Support – Equipping staff to deliver results and serve the community effectively

Key Areas of Focus
The Program Excellence Division focuses on four key areas that help us deliver transparency, accountability, and improved services:The Strategic Technology Office drives innovation by leveraging data, systems, and tools to enhance operations and support decision-making.

- Showcasing data insights that inform policy and strategy
- Implementing new technologies to streamline workflows and improve customer experience

The Compliance Unit includes the Americans with Disabilities Act (ADA) Coordinator, ensuring accessibility across all HCD programs and services.

The Compliance Unit ensures that HCD programs meet all local, state, and federal requirements, promoting accountability and adherence to the highest standards.

The Procurement Division manages the acquisition of goods and services critical to HCD’s mission.

- Master Development / Lease Development Agreements
The team ensures transparency, efficiency, and value, while complying with County policies and HUD requirements. Through strategic sourcing, contract management, supplier engagement, and risk mitigation, Procurement strengthens organizational performance and earns community trust.
About Us
The Miami-Dade County Department of Housing and Community Development (HCD) serves as the County’s official Public Housing Agency (PHA) and Community Development (CD) office. As the County’s housing department, we are responsible for the development, preservation, and operation of housing and community development programs that support residents across Miami-Dade County.
