A <a href="https://www.miamidade.gov/global/economy/building/cert-of-occupancy.page">Certificate of Use</a> (also called a C.U. or zoning permit) is required before opening any business in Miami-Dade County. The C.U. is required when an industrial or commercial building is established, altered, or enlarged, or an existing building goes through a change of occupant, name, or type of business. <img src="/resources/images/departments/water/city-800x450.jpg" width="600" height="338" alt="" style="border-style: groove; margin: 10px;" /> Please note the difference between a C.U. and a Local Business Tax. The Certificate of Use allows for the occupancy of the structure as well as certifying that the use is permitted. A Local Business Tax is a tax on business activity. After a C.U. has been issued, you may apply for the Local Business Tax. For Local Business Tax details, contact the <a href="https://www.miamidade.gov/global/finance/taxcollector/home.page">Tax Collector's office</a>. Most Certificates of Use are issued on a permanent basis. Therefore, the certificate remains valid if the business does not move, expand, change ownership, name, or business activity. Some Certificates of Use are required by code or zoning resolution to be renewed annually. All businesses must be reviewed by the <a href="https://www.miamidade.gov/global/economy/home.page">Department of Regulatory and Economic Resources’</a> (RER) Division of Environmental Resources Management known as DERM. <a href="https://www.miamidade.gov/govaction/matter.asp?matter=052693&file=true&yearFolder=Y2009">Miami-Dade County Ordinance 89-95 (Amendment Ord. 05-167)</a> authorized the Miami-Dade Water and Sewer Dept. (WASD) to impose and collect connection charges from retail and wholesale customers. Custom Documents required to establish the occupancy of the proposed use <ul> <li>Valid certificate of use application (also called a C.U. or zoning permit).</li> <li>Building Plans signed and sealed by a licensed architect (If applicable). <ul> <li>For proper review, all building plans must clearly show the proposed usage, square footage, and units. Note: Verification Forms and/or <a href="https://www.miamidade.gov/govaction/matter.asp?matter=052693&file=true&yearFolder=Y2009">Ordinance 89-95</a> Letters will not be issued without stamped plans from the respective building department.</li> <li>If an ordinance 89-95 letter is being served from someone other then WASD  a copy of the water and sewer bill is required.</li> <li>Executed Lease Agreement clearly showing square footage, specific unit, and designated usage. Note: (if sq. ft. not found in the lease): missing information from the executed lease such as the square footage and/or the designated usage may be supplemented with an add-on landlord's notarized letter clearly indicating the name of the owner and tenant, square footage, unit number, and fixed use.</li> </ul> </li> </ul>

Custom Documents required for further clarification of the proposed use WASD requires that the customer provides a Notarized Letter for the following situations listed below and reserves the right to ask for a notarized letter in specific cases for further clarification of proposed usage. <ul> <li>Business process notarized letter from business owner explaining business use, such as Animal Clinics: total number of sq. ft., number of kennels for boarding, and pet grooming sq. ft. area. Assisted Living Facilities (ALFs): stating the number of beds. Public Park: showing the Park's capacity. Restaurants: dinnerware disposable or metal, disposable plates or ceramic, waitress or no waitress, etc.)</li> <li>Provide a list of tenants with suite numbers, sq. ft., and proof of existing or previous usage/occupancy for each unit with a start business date four years or earlier from the current date.</li> </ul>

Custom Documents required to assist in research for prior use credit <ul> <li>Proof of usage/occupancy (occupational license(s) dated 4 years or earlier from the current date); existing or previously connected structure to water and/or sewer service.</li> <li>Previously issued verification and/or ordinance form(s) and/or connection charges validated paid invoice.</li> <li>Copies of water/sewer bill(s), or meter number(s).</li> <li>Building department's house card and/or available property records dated 4 years or earlier from the current date.</li> <li>Building department letter/plans with proof of existing or previous structure's usage/occupancy dated 4 years or earlier from current date; clearly showing the proposed property's use broken down by square feet and/or the number of units ex: office, warehouse, retail by sq. ft.; apartments, residences, townhomes by the number of units. (The building department must stamp plans).</li> </ul>

Custom Payment of the appropriate fee (Debit or credit cards, cash or check in U.S. funds) <ul> <li>Commercial Water and Sewer (If the proposed project is in a Water and Sewer service area) - $150.00</li> <li>Commercial on Water-Only or Sewer-Only (If the proposed project is in a water-only or Sewer-Only service area) - $75.00</li> <li>Residential Water and Sewer (If the proposed project is in a Water and Sewer service area) - $60.00</li> <li>Residential on Water-Only or Sewer-Only (If the proposed project is in a water-only or Sewer-Only service area) - $30.00</li> </ul> The connection charge is based on the gallon per day (GPD) usage of the property at the time of connection.
