Custom Taxicab and Limo Advisory Group Positions Taxicab and Limousine Advisory Group (TAG) (LAG) duties include developing, implementing and evaluating recommendations for new innovative services, and service expansion and improvements. These recommendations are discussed with DTPW, which studies their feasibility. Custom Transportation Network Companies (TNC) A Transportation Network Company vehicle or TNC vehicle is a vehicle that is not a taxicab, jitney, limousine, or for-hire vehicle. Examples of TNC vehicles are those used by drivers working for ride share companies. State law states that all TNCs, TNC drivers and TNC vehicles are governed exclusively by the State which preempted any county, municipality, special district, airport authority, port authority or other local government entity or subdivision from imposing any license fees. Also according to State law, a TNC driver shall; not accept a ride for compensation other than by a rider arranged through a digital network, shall not solicit or accept street hails, shall not alter the presentation of information on its digital network to an enforcement official for the purpose of thwarting or interfering. The bill defines a “digital network” as any online-enabled technology application service, website, or system offered or used by a transportation network company which enables the prearrangement of rides with transportation network company drivers. “A prearranged ride” means the provision of transportation by a TNC driver to a rider, beginning when a TNC driver accepts a ride requested by a rider through a digital network controlled by a transportation network company, continuing while the TNC driver transports the rider, and ending when the last rider exits from and is no longer occupying the TNC vehicle. Miami-Dade County regulates private ambulance companies and public sector ambulance (municipal 911 fire rescue) services to promote the health, safety and welfare of Miami-Dade County's residents and visitors by providing for the reasonable uniform regulations of ambulance services thereby promoting the development and maintenance of a safe, healthy, efficient and service oriented ambulance service for Miami-Dade County. In order to provide ambulance service, for compensation or courtesy, you must first obtain a <a href="https://www.miamidade.gov/resources/licenses/documents/ambulance-service.pdf" target="_blank" rel="noopener">Certificate of Public Convenience and Necessity</a>. Ambulance service, as defined by <a href="https://www.municode.com/library/fl/miami_-_dade_county/codes/code_of_ordinances?nodeId=PTIIICOOR_CH4AMMETRVE_ARTIINGE" target="_blank" rel="noopener">Chapter 4, Article I</a> of the Miami-Dade County Code means that the person being transported requires or is likely to require medical attention during transport. Custom Exceptions The following providers are exempt from Article I: <ul> <li>Air ambulance providing only inter-county or inter-state transfers.</li> <li>Any ambulance owned and operated by the Federal Government.</li> <li>A vehicle operated under the direct supervision of a licensed physician and used to transport patients entirely within the privately owned and controlled area of Turkey Point Nuclear Power Plant pursuant to an emergency management plan approved by the Nuclear Regulatory Commission.</li> <li>Any hospital or other type of medical facility utilizing its own ground vehicles at no fee for service under the direct supervision of a licensed physician in transporting persons to or from the hospital-operated helipad, or in transporting patients between buildings within its own medical campus. At no time shall such a one-way transport exceed one mile in distance.</li> </ul> While only governmental fire rescue departments are generally authorized to operate as the first responders (when a 911 call is made) within the territorial limits or airspace of Miami-Dade County, the Code provides for exceptions. Miami-Dade County or individual municipal governments can establish contracts with private ambulance companies, which allow the private providers to transport injured people if fire-rescue personnel assess that the injuries are not life threatening. The law also prohibits the transportation of more than one patient in one ambulance vehicle, but again provides for exceptions. That section does not apply where a contract between the ambulance company and the County specifically provides otherwise or where a Fire Chief with territorial jurisdiction instructs otherwise. One example is where ambulances, in an emergency situation, are being used to evacuate stretcher-bound patients or those using wheelchairs. Private ground ambulances are inspected annually by the County for compliance with safety and sanitation requirements of Florida Statutes. All ambulance units must comply with the inspection requirements of the State of Florida (EMS). The Board of County Commissioners sets <a href="https://www.miamidade.gov/resources/licenses/documents/ambulance-rate-schedule.pdf" target="_blank" rel="noopener">uniform rates</a> for private ambulance companies licensed to operate in the County and approves rates set by public agency providers. A map of the proposed jitney route must be submitted with the application. All proposed jitney routes must be evaluated and approved by the Metrobus Division. It is strongly recommended that you meet with department transit planners to review any proposed route prior to submitting a Passenger Motor Carrier Certificate of Transportation application for jitney service. The application is reviewed for compliance with the regulations of the Code of Miami-Dade County which requires, among other things, that the applicant pass a background check which will include review of the applicant’s financial and criminal record history. The approval process is approximately one month from the time of application.

DTPW manages and maintains all countywide traffic signals, traffic control signs, street signage, pavement markings, and county- and state-owned street lighting systems to help keep roadways safe and accessible. The department’s <a href="https://www.miamidade.gov/global/transportation/public-works/home.page">Public Works operations</a> also oversee the construction, operation, and maintenance of movable and fixed bridges, roadway repairs, swales, guardrails, and county road rights-of-way. In addition, DTPW operates and maintains the iconic<a href="https://www.miamidade.gov/global/service.page?Mduid_service=ser1684342734896148"> Rickenbacker and Venetian causeways</a>, ensuring safe and seamless travel for residents and visitors alike. The department is also committed to protecting the community and environment through management of the <a href="https://www.miamidade.gov/global/transportation/public-works/stormwater-utility.page">County Stormwater Utility</a>, supporting flood prevention efforts, water quality protection, and maintenance of the secondary canal system.
