Cathy Burgos is a Licensed Clinical Social Worker. A dynamic professional, who has dedicated the last 20 years to empowering at-risk youth and their families through the development of innovative Juvenile Justice prevention, diversion, and support services. Ms. Burgos was the Miami-Dade County Juvenile Services Department's (JSD) first Clinical Director, who worked closely with National Researchers to develop clinical protocols that address the service needs of at-risk and arrested children. Additionally, she has served in the role of Division Director of Operations overseeing all aspects of the operation including intake, assessment, diversion, and outreach services for the past 7 years.
JSD has been honored with five National Association of County awards due to its collaboration with Juvenile Justice Partners. Ms. Burgos has been a key participant in the creation and implementation of innovative juvenile justice programs. Her exemplary leadership skills have been recognized with an invitation to speak at the United Nations, highlighting the Miami-Dade County Juvenile Justice Reform Model and its successes. In 2018, Ms. Burgos was selected as one of 13 amazing women for the prestigious In the Company of Women award in the category of Health and Human Services.
Ms. Burgos is a frequent presenter on the JSD model, both nationally and internationally. The JSD model was highlighted in May 2008 at a summit hosted by the White House Office of National Drug Control Policy (ONDCP) and the U.S. Department of Justice: Office of Juvenile Justice and Delinquency Prevention (OJJDP). The model continues to receive local, national, and international recognition for its efforts in juvenile justice reform and is recognized for its "front end" approach to juvenile Justice.
Ms. Burgos holds a master's degree in Social Work from Florida International University. She is a member of the National Association of Social Workers.
