Raymond Hall - Director

Raymond Hall was appointed Director of the former Miami-Dade County Internal Services Department in September 2024 and then as Director of the newly created People and Internal Operations Department in January 2025, which brought the former Internal Services and Human Resources Departments under one roof.

A military veteran, Hall spent the first several years of his professional career on active duty with the U.S. Army Special Operations Command. He has more than 20 years of experience in Human Resources and significant experience in developing global policy and talent strategies and has served on the corporate leadership teams of substantial global businesses. Hall has a strong international outlook, having lived and worked across Asia, Europe, the Middle East, Africa and Latin America. In July 2000, Raymond made a life-changing decision to transition from the military and move into the civilian sector. His career quickly accelerated over the next several years to the executive leadership level in both small companies and large multi-national companies with revenues of $100+ million to exceeding $300+ billion across a variety of industries.

He has previously held global executive roles at Cargill, Inc. (the largest private company in North America), Flowserve Inc., The Larry H. Miller Group of Companies, International Paper Company (where in 2006 he received the prestigious HR Leadership Excellence Award), Jones Lang LaSalle (where he was the Head of Human Resources for the Americas), as well as the Global Markets and Global Capital Markets businesses. And, most recently, Boeing, where he served as the Vice President of Organization Effectiveness & Analytics, leading a team of HR and operations professionals supporting companywide change efforts, Boeing’s listening strategy, enterprise analytics and reporting, streamlining business operations and oversight of the programs and processes that create an exceptional employee experience.

Hall is a highly decorated military veteran having received four Army Commendation Medals, nine Army Achievement Medals, two Humanitarian Service Medals and two National Defense Service Medals. He is also a graduate of the Pepperdine University Graziadio Business School with an MBA and currently serves as a director on the United States Congressional Awards Board, the only charity of the United States Congress and he is a Board Director at the Pepperdine University’s Graziadio Business School.
