Section 8 - Housing Choice Voucher Program (HCV)

Largest in Florida

  • Miami-Dade County administers Florida’s largest Section 8/HCV program, with more than 20,000 vouchers in circulation.
  • Our program represents nearly 20 percent (one-fifth) of all vouchers in the state.
  • We provide affordable housing for over 45,000 people countywide.
  • With an annual budget exceeding $300 million, the HCV program is not only the largest housing program in Miami-Dade County and South Florida, but also a critical tool in reducing housing burdens for thousands of families.

Program Components

  • Housing Choice Vouchers (tenant-based)
  • Project-Based Vouchers (PBV)
  • Veterans Affairs Supportive Housing (VASH) vouchers
  • Moderate Rehabilitation (Mod Rehab) program

In 2024, PHCD opened the HCV waitlist for the first time in several years and received more than 130,000 applications in just two weeks, highlighting the urgent demand for affordable housing in South Florida. Through a lottery system, 5,000 applicants were randomly selected to form the new 2024 waitlist.

Program administration is managed by Nan McKay and Associates (NMA), with oversight and monitoring provided by Miami-Dade County.

Commitment to Innovation

Miami-Dade PHCD continues to innovate, expand, and improve the HCV program by:
  • Utilizing technology to streamline processes
  • Leveraging partnerships and additional resources
  • Providing hands-on support to residents navigating the program

About Us

Miami-Dade County’s Section 8 Housing Choice Voucher (HCV) Program helps low-income individuals, families, seniors, and persons with disabilities access safe, decent, and affordable housing in the private rental market. Funded by the U.S. Department of Housing and Urban Development (HUD) and administered locally by the County, the program provides monthly rental assistance that allows participants to choose a home that best fits their needs—whether an apartment, townhouse, or single-family residence.

The HCV Program expands housing options, promotes stability, and supports long-term self-sufficiency. By partnering with local property owners, the County helps build inclusive communities where residents can thrive. Through this program, more than 19,000 families receive rental assistance, gaining access to safe neighborhoods, quality schools, and essential services.

Whether you are a resident seeking support or a landlord interested in participating, the HCV Program plays a vital role in creating a stronger, more equitable Miami-Dade County.
