A Heart of Service: The Story of Gloria Diaz

Gloria Diaz, Office Manager at the Marshall L. Davis African Heritage Cultural Arts Center (DAHCAC), exemplifies the spirit of public service—uplifting others through quiet leadership, compassion, and dedication.
When she relocated to Miami in 1990, she brought with her a wealth of experience—and a heart committed to service. In 1992, she joined Miami-Dade County’s Department of Human Resources, where she played a vital role in the County’s emergency response following Hurricane Andrew. Her support in launching the Emergency Job Program, which provided meaningful employment to impacted residents, earned her recognition from the State of Florida for exceptional service during a time of crisis.
Gloria later transitioned to the Independent Review Panel, assisting residents with grievance resolutions—always with fairness, discretion, and empathy. “In every role she has taken, Gloria has shown what it means to serve with heart. She embodies the spirit of teamwork and dedication that Miami-Dade County stands for. Her journey is a testament to how one person’s steadfast commitment can uplift not only an organization but an entire community,” said Marshall L. Davis Sr., Center Director
For over 25 years, Gloria has been a central figure at the Marshall L. Davis African Heritage Cultural Arts Center, where her presence is felt most deeply. Her warm smile, and calm demeanor, create a safe and welcoming space—especially for children who consider the Center a second home. Her impact on the Center’s youth is immeasurable. Gloria remembers their names, asks about school, and offers encouraging words that stay with them long after the conversation ends. In a space where creativity blooms, she provides the stability and nurturing spirit that allows young minds to truly flourish.
Whether she’s assisting a parent with paperwork, coordinating logistics with staff, or managing daily operations, Gloria does it all with quiet strength and genuine care. She has also played a behind-the-scenes role in milestone moments, including the Center’s involvement in the Academy Award-winning film Moonlight. “Gloria is the wind beneath all of our wings. Her work touches lives in quiet but powerful ways and lifts others up every single day,” said Davis.
Gloria’s commitment to excellence has been acknowledged through the County’s “Secret Shoppers” initiative—but it is her consistent acts of kindness, diligence, and integrity that leave the most lasting impression. She never seeks the spotlight, but her leadership, loyalty, and love for the community shine through in all she does. Gloria is a cornerstone of the Center and a cherished figure in the Miami-Dade County family. She nurtures, inspires, and models what true public service looks like. About Us
The People and Internal Operations Department ensures efficient County operations and fosters a thriving workforce by integrating internal services and human resources management. The department provides facility, construction, fleet, and risk management, along with ADA compliance, real estate, security, and parking services.
It supports workforce development through performance management, employee training, diversity programs, and collective bargaining, while addressing workplace policies, payroll, and workforce metrics. Additionally, the department resolves discrimination cases through investigation and mediation. Serving County departments, employees, and the community, it is committed to operational excellence and an equitable workplace.
