Serving food that soothes the soul

For over 35 years, Community Action and Human Services Department’s (CAHSD) Rehabilitative Services Division (RSD) helps people break the cycle of alcohol and drug addiction. RSD services are provided by a team of dedicated and compassionate professionals that empower individuals on their journey to recovery and reintegration into the community.

“There are RSD team members who feed the spirit and psyche of our clients. Then there is Wilma Jean Byars-Robbins who provides nutritional meals to strengthen their bodies,” said CAHSD Director Sonia Grice. Byars-Robbins has worked for Miami-Dade County’s New Direction Residential Treatment Program as a Cook 1 for over 30 years. She manages two staff members and is responsible for overseeing daily kitchen tasks to ensure the timely preparation and serving of wholesome meals for residential clients.

“As a client at New Direction, I have had the pleasure to work beside Ms. Jean who has shown me exceptional love, care and magnificent support throughout my treatment,” said Curtis M. “She has been a positive role model to me and many other clients. As long as I live, I will always remember the service and support she has shown. I am highly grateful.”

“Mrs. Jean goes above and beyond to prepare special events; consistently demonstrates a positive attitude and a professional demeanor,” said Division Director Sandra Sandakow. “She really serves food that soothes the soul.”

About Us

The Human Resources Department provides centralized personnel services for all County departments. 

We work with departments to identify and assist with workforce issues including a renewed emphasis on performance management and standardized discipline policies, employee development and knowledge transfer, ongoing evaluation of workplace rules, and implementation of workforce metrics to measure and analyze overtime utilization, absenteeism, appeals, payroll issues, and employee development needs.

We coordinate negotiation of collective bargaining agreements and develop viable and sustainable healthcare options. Employee programs include training, wellness and diversity.

We provide residents and employees with a means to have discrimination cases heard and resolved through investigation, mediation, and appeals.
