HR manager has passion to help others

Human Resources' Recruitment and Internal Placement Section Manager Kathy Horton feels it is extremely important to lead by example. Horton was told that she would serve as a Thrive workshop facilitator. Her passion for helping others was identified over 25 years ago when she started her career as a human resources professional. This career path allowed Horton to help internal colleagues, external applicants and stakeholders. Her customers are applicants, high school and college interns, Miami-Dade County Public Schools, departmental employees, her recruitment and new hire teams, and Miami-Dade County.

Horton enjoyed serving as a Thrive Ambassador and facilitator for one of the evening sessions and attending the kickoff for the event. She looks forward to the next assignment for this important initiative and received invaluable feedback from members of the community who attended various sessions.

About Us

The Human Resources Department provides centralized personnel services for all County departments. 

We work with departments to identify and assist with workforce issues including a renewed emphasis on performance management and standardized discipline policies, employee development and knowledge transfer, ongoing evaluation of workplace rules, and implementation of workforce metrics to measure and analyze overtime utilization, absenteeism, appeals, payroll issues, and employee development needs.

We coordinate negotiation of collective bargaining agreements and develop viable and sustainable healthcare options. Employee programs include training, wellness and diversity.

We provide residents and employees with a means to have discrimination cases heard and resolved through investigation, mediation, and appeals.
