Leading by example and going the extra mile
From an early age. Alfredo Villalta, a Meter Technician at the Miami-Dade County Water and Sewer Department (WASD), had a role model who demonstrated what delivering excellence and a strong work ethic looked like – his mother. “From an early age I remember seeing my mother working in the restaurant industry,” Alfredo recalls. “Seeing how she treated her customers and the connections she made with her clients is what drives me to provide that same level of service to the community.”
Alfredo began his journey at WASD in 2016 on a temporary assignment though an agency. Through hard work and dedication, he was offered a full-time permanent position in November of 2018 in waste treatment. Just three months later, he was promotion to his current position of Meter Technician – a role that allows him to work hands-on with the community.
Working directly with the public has always been Alfredo’s goal. “The best feeling of satisfaction I receive is seeing how grateful customers are when I’ve been able to solve issues they’ve been trying to fix for months. Often, they’ve already had a plumber check it out, tried to fix the leak themselves, or they may not even know they have a leak.” Alfredo credits the ongoing training he receives from the department for giving him the knowledge and tools that allow him to quickly diagnose issues and inform homeowners and businesses about solutions.
This level of service was experienced firsthand by Miami-Dade County resident Ms. Latterner, who shared “Alfredo Villalta is an exceptional worker. He has been assisting me with a water dial problem and helped me figure out I had a leak. He always followed up, texted me directly to inform me when he would be out… I have never had such a good experience.”
Alfredo’s commitment to serving the community goes beyond his work at WASD. In his free time, he enjoys giving back – whether it’s helping older adults in times of need or volunteering as his daughter’s school. “I do it out of the love of helping others and in hopes I can be a role model to my daughter the same way my mother was to me,” he shared.
When he’s not giving back to the community, Alfredo enjoys spending time with his family and supporting his daughter’s involvement in the school band. He lives by this motto “We only live once, make every day is a good day”.

The People and Internal Operations Department ensures efficient County operations and fosters a thriving workforce by integrating internal services and human resources management. The department provides facility, construction, fleet, and risk management, along with ADA compliance, real estate, security, and parking services.
It supports workforce development through performance management, employee training, diversity programs, and collective bargaining, while addressing workplace policies, payroll, and workforce metrics. Additionally, the department resolves discrimination cases through investigation and mediation.
