The Miami-Dade County Ryan White Program (RWP), administered by the Miami-Dade County Office of Management and Budget (OMB) is seeking proposals from eligible organizations through a competitive grant-making process. Goals:

- Direct Client Services - Improve access to care for people with HIV, improve health outcomes, and reduce new HIV infections
- Estimated Funding Available: $31,437,295
- Contract Period: March 1, 2027 – Feb. 29, 2028, with renewal options
- Intent to Propose (Optional): Sept. 10, 2026 - 11:59 p.m. EST
- Proposal Deadline: Sept. 28, 2026 - 11:59 p.m. EST
- Core Medical Services address a range of HIV-related healthcare needs.
- Support Services help clients access care and adhere to treatment.
- EHE Initiative services use innovative strategies and interventions to suppress viral load and reduce new HIV infections.

About ZoomGrants
Proposals must be submitted online through the County’s OMB Grants Coordination Portal hosted by ZoomGrants, an external technology firm. All proposing organizations will be directed to set up or activate their free ZoomGrants account.
Proposals cannot be initiated on the general ZoomGrants website. Instead, organizations must initiate their respective proposals by clicking the appropriate “Start a Proposal” link above. Once their proposals have been started, they may return directly by logging into their account at zoomgrants.com.
Each organization should have one ZoomGrants account only, with a designated account holder. Multiple staff can help prepare the proposal, but only the account holder can open it, invite others, and submit it.

- NEW TO ZOOMGRANTS: Create the proposing organization’s first account. Click on the “Start a Proposal” link above. Type a new username and password (account holder) and open/start the proposal. It takes only a minute. Accounts are established immediately.
- EXISTING ZOOMGRANTS USER: If the proposing organization already has an account, do not create a new or duplicate account. Instead, click the “Start a Proposal” link above, enter the existing username and password (for the account holder), or use the forgot password feature to open/start the proposal.

About the Ryan White Program
Miami-Dade County’s Ryan White Program (RWP), administered by the County’s Office of Management and Budget (OMB), receives federal funding under the Ryan White Treatment Extension Act of 2009 to provide core medical and support services for low-income people with HIV who otherwise may lack access to care. The local RWP also receives Ending the HIV Epidemic (EHE) Initiative funding to utilize innovative strategies and interventions to identify newly diagnosed or lost-to-care people with HIV, help them access care and achieve optimal health outcomes, and reduce HIV viral load in our jurisdiction. Through competitive grantmaking processes, OMB subawards grants to HIV service providers, such as community clinics, nonprofit community-based organizations (CBOs), public hospitals, and institutions of higher education. More than 9,000 County residents with HIV receive services each year.
The RWP collaborates with the Miami-Dade HIV/AIDS Partnership, the countywide HIV planning body established under Part A of the Ryan White CARE Act. The Partnership assesses community needs, establishes service priorities, and oversees the development of a comprehensive system of HIV-related medical and support services for our community.
The federal Ryan White HIV/AIDS Program (RWHAP) is administered by the HIV/AIDS Bureau of the Health Resources and Services Administration (HRSA), U.S. Department of Health and Human Services. RWHAP remains the nation's largest federal investment in HIV care and support services for low-income people with HIV.
