What we do

Program Management tracks Miami-Dade County’s expenses for emergencies and manages federal funding received for exigent and emergency situations from inception to closeout. Program management seeks to maximize reimbursement opportunities for the County while complying with federal requirements by doing the following:
  • Evaluate programs and activities supported by federal funds to ensure congruence with funder guidelines and federal funding regulations 
  • Enhances County’s internal processes to maximize cost recovery
  • Prepares and submits reports and plans required by funding sources
  • Validates information submitted to funding sources for compliance with federal terms to expedite funder reviews and minimize denied costs and risks of clawbacks
  • Works collaboratively with funders to assist them in their reviews of County projects for award and reimbursement
  • Provides technical assistance, training, and support to County Departments regarding funder policies and processes 
  • Participates in The Florida Department of Emergency Management (FDEM) Florida Recovery Obligation Calculation (FROC) to expedite payment advances on obligated project

Our customers

External customers include federal and state grant funding sources; such as the U.S. Department of Treasury, the Federal Emergency Management Agency (FEMA), and the Florida Department of Emergency Management (FDEM) that support Miami-Dade County’s response and cost recovery efforts for emergencies.

Internal customers include County Departments' emergency liaisons. Program Management works closely with the Department of Emergency Management for awareness of activities being conducted by county departments to prepare for, respond to, and recover from an incident.
