As part of Mayor Daniella Levine Cava’s commitment to streamlining county government, new Chief Resilience Officer appointed in consolidation of key positions

Miami-Dade County Mayor Daniella Levine Cava is proud to announce the appointment of Loren Parra as the County’s new Chief Resilience Officer (CRO). As part of the administration’s ongoing efforts to build a more efficient, effective County government, Loren will oversee a restructured Office of Environmental Risk and Resilience that will streamline resilience leadership and deploy expert staff to advance resilience projects across departments. 

“My administration is updating our approach to making our people and property more resilient across Miami-Dade,” said Mayor Daniella Levine Cava. “This new structure will empower our resilience experts to work directly on critical projects within our departments, reducing risks and costs for residents and County operations and better protecting our community now and in the long term.”   

As part of the restructure, the Chief Resilience Officer, Chief Bay Officer, and Chief Heat Officer roles will be consolidated into one position, and seasoned resilience staff will be integrated directly within key departments. The new organization will ensure we are using taxpayer resources for maximum efficiency to deliver on the County’s highest priority resilience and risk mitigation efforts, as part of Mayor Levine Cava’s WISE305 program for government efficiency announced at this year’s State of the County address.  

Loren Parra has an extensive background in government affairs, advocacy, and public policy, with a strong focus on environmental resilience and community development. For the last year, she served as Miami-Dade County’s Chief Bay & Water Resources Officer, spearheading critical projects and policy related to the restoration of Florida’s Biscayne Bay. Through her leadership, the County has increased state and federal lobbying efforts to accelerate solutions to protect Biscayne Bay, including securing $5 million from the US Army Corps of Engineers to restart the Biscayne Bay Southern Everglades Ecosystem Restoration (BBSEER) project. Loren has helped integrate the County’s siloed work around flood reduction and improved water quality, championing more efficient investments that protect our neighborhoods and public dollars.  

“I am honored to step into this role at such a critical time for Miami-Dade County,” said Loren Parra, Chief Resilience Officer. “Our residents are facing a changing climate each day – with sunny day flooding, extreme heat, and more frequent and intense storms. Now is the time to take bold action to protect our neighborhoods, our economy and our natural resources. I look forward to working with residents, businesses and, experts across the county to build a more prepared and sustainable future.”
