Miami-Dade County approves new South Dade animal shelter facility
Miami-Dade County Animal Services is proud to announce the approval and upcoming development of a new, state-of-the-art animal shelter in South Dade. This modern facility will replace the County’s current overflow shelter in Medley, significantly expanding capacity and improving conditions for shelter pets and staff alike.
Miami-Dade County Mayor Daniella Levine Cava praised the initiative as a reflection of the County’s dual commitment to animal welfare and affordable housing. “This new adoption center is more than just a shelter—it’s a symbol of our values as a community. We’re building a safer, more humane environment for our animals, while freeing up space for urgently needed affordable housing. It’s a smart, compassionate investment that reflects our commitment to both people and pets, and a powerful example of how public-private collaboration can deliver lasting impact and improve lives across Miami-Dade. It is a win win win for our residents, our pets and our community.”
The project, sponsored by Commissioner Juan Carlos Bermudez, is being made possible through an innovative exchange agreement between Miami-Dade County and Unicapital Medley QOZB LLC (Developer). Under this agreement, the County will convey the existing Medley shelter property to the Developer for the creation of income-restricted affordable housing. In return, the County will receive a parcel of vacant land at 29500 Harriet Tubman Highway in South Dade, where a 25,000-square-foot animal shelter will be constructed. This new animal shelter will reside in Commissioner Danielle Cohen Higgins’ district and will serve the community.
“I’m proud to support this important project that benefits both our residents and our animals,” said Commissioner Juan Carlos “JC” Bermudez. “This new facility represents a significant step forward in providing better care for shelter pets while adding much needed housing in District 12. It’s a great example of how we can work together to build a stronger, more compassionate Miami-Dade.”
The Developer will design and construct the new shelter with an estimated investment of more than $11.5 million. The facility will also house the County’s spay and neuter clinic, currently located at the South Dade Government Center. In addition to modern kennel areas, medical suites, spacious play yards, and an adoption center, the new shelter will improve access to pet wellness services and adoptions for residents throughout South Dade.
“I’m proud to welcome this state-of-the-art animal shelter to South Dade. It reflects our commitment to compassionate animal care, smart investment, and bringing vital services closer to the families and pets who call this community home,” stated Commissioner Danielle Cohen Higgins, District 8.
The Medley property, once vacated, will be transformed into a residential development featuring at least 100 income-restricted apartments—further advancing the County’s affordable housing goals.
“We’re incredibly excited to move forward with this much-needed new shelter,” said Annette Jose, Director of Miami-Dade County Animal Services. “This air-conditioned facility will provide a safer, more comfortable environment for our animals and a better workspace for our dedicated staff, volunteers and customers alike.”
Construction of the new animal shelter is expected to begin following final approvals, with substantial completion anticipated by September 2027.
