The purpose of Section 3 of the Housing and Urban Development Act of 1968 is to provide economic and employment opportunities to low and very-low income individuals. Section 3 requires recipients of certain types of HUD funding to ensure to the “greatest extent feasible” that a certain percentage of the job training, employment, and contracting opportunities that arise from the expenditure of the funds benefit low and very-low income individuals.
Section 3 projects are housing rehabilitation, housing construction, and other public construction projects assisted under HUD programs that provide housing and community development financial assistance when the total amount of assistance to the project exceeds a threshold of $200,000.00. The threshold is $100,000.00 where the assistance is from Lead Hazard Control and Healthy Home Programs, as authorized by Section 501 or 502 of the Housing and Urban Development Act of 1970, the Lead-Based Paint Poisoning Prevention Act, and the Residential Lead-Based Paint Hazard Reduction Act of 1992.

Section 3 (24 CFR Part 75) is a provision of the Housing and Urban Development (HUD) Act of 1968 and the regulations promulgated by the United States Department and Housing and Urban Development (24 C.F.R. part 75) that require contractors and subcontractors to direct their efforts, to the greatest extent feasible, to provide training and employment opportunities, to qualified Section 3 workers and Targeted Section 3 Workers.
A Section 3 worker is any worker who currently fits, or when hired within the past five years fit, at least one of the following categories, as documented:
The worker’s income for the previous or annualized calendar year is below the income limit established by HUD
The worker is employed by a Section 3 business concern; or
The worker is a YouthBuild participant
A Targeted Section 3 worker is:
Employed by a Section 3 business concern; or
Currently fits or when hired fit at least one of the following categories, as documented
within the past five years:
A resident of public housing or Section 8-assisted housing;
A resident of other public housing projects or Section 8-assisted housing managed by the PHA that is providing the assistance; or
