Our AI principles are designed to guide the responsible development, deployment, and oversight of AI technologies across County operations.

By prioritizing ethics, security, transparency, data privacy, collaboration, and continuous evaluation, we are committed to leveraging AI in a way that benefits both our workforce and residents. AI should enhance human capabilities, not replace them, and every implementation will be guided by clear policies, accountability measures, and public trust.

Miami-Dade County’s Commitment to Responsible AI

  1. Develop Ethical AI: We commit to developing and deploying fair and inclusive AI systems, with standards to ensure ethical use throughout development and implementation. This applies to both County-managed systems and vendor-provided solutions.
  2. Build with Transparency and Accountability: We will ensure transparency in AI decision-making processes through procurement of current and new vendors, established guidelines and system development. We aim to make AI systems understandable to residents and stakeholders, fostering accountability and public trust.
  3. Protect Data Privacy and Security: We will secure privacy and data in all AI initiatives. All AI applications must adhere to data privacy standards and undergo regular security assessments as managed by the IT Department's Cybersecurity division. We prohibit the use of sensitive County data in public AI tools.
  4. Establish Data Integrity: We will prioritize the governance, preparation, and intake of high-quality datasets to fuel AI solutions. This includes implementing data quality assurance processes and maintaining a centralized data repository for AI model training.
  5. Promote Collaboration and Multidisciplinary Approaches: Our approach involves collaboration with experts, specialists, community partners, and academic institutions for enriched AI design and implementation. We will form diverse teams to assess impacts and solve real problems with AI.
  6. Start with Beta Testing and Continuous Evaluation: We advocate for small-scale beta projects as test beds for AI applications before full-scale deployment. We commit to continuous evaluation to ensure ongoing performance, accuracy, and alignment with objectives.
  7. Lead with a Proactive People-First Approach: We focus on AI that improves the employee and end-user experience, recognizing the need for human oversight in all AI applications. AI tools will be developed and adopted in a proactive manner by providing clear guidelines, education, and safeguards for County employees to elevate their effectiveness in supporting the organization and the overall community. AI technologies should be developed and utilized to enhance employee work, not replace it.

  10. Plan for Sustainable AI Implementation: We will strategically plan for the transition to AI and GenAI tools, recognizing the need for financial investment, staff time, and resources.
