Board and Code Administration Boards

The Board and Code Administration Division (BCAD) of the Department of Regulatory and Economic Resources manages and coordinates all the monthly meetings of the Board of Rules and Appeals (BORA), two divisions of the Construction Trades Qualifying Boards (CTQB, A & B) and the Unsafe Structures Board.

The BCAD provides both administrative and technical support to these four regulatory and advisory boards. Each board is entrusted with oversight authority over certain regulatory areas as outlined in Chapter 8 of the Miami-Dade County Code (the Board of Rules and Appeals and the Unsafe Structures Board) and under Chapter 10 of the Miami-Dade County Code Construction Trade Qualifying Board (CTQB, A & B) with respect to its powers, duties, and functions.

The meetings of the various Boards are public hearings and are generally held once a month, for jurisdiction in both the incorporated and unincorporated areas of Miami-Dade County with respect to its powers, duties and functions.
