Boards

Board of Rules and Appeals (BORA)

The Board of Rules and Appeals (BORA) hears appeals of Building Officials, grants Temporary Certificates of Occupancy (TCO), Temporary Certificates of Completion (TCC), and issues Interpretations of the Building Code.

Disciplinary Action Reports

Formal hearings are held before the Board of Rules and Appeals to determine if a Contractor's permit privileges will be suspended, revoked or reinstated.

Construction Trades Qualifying Board (CTQB)

The Construction Trades Qualifying Board (CTQB) promotes the health, safety and welfare of the community by helping to ensure the competency level of local contractors. The Board screens applicants for examination in construction trade categories and reviews applications for contractor licenses.

BORA and CTQB Interpretations

All matters pertaining to the Building Code and referred by the Secretary to the Board or any Building Official for interpretation or clarification.

Building Officials

Get information about Building Officials' meetings, advisory memos and disciplinary action reports.

Continuing Education

Miami-Dade County is responsible for the training of Board of Rules and Appeals (BORA) certified personnel, and provides a continuing education effort each year.

Personnel Certification

Miami-Dade County requires qualifications for code enforcement personnel. All Building Officials, Plans Examiners and Inspectors must also be locally certified by the Board of Rules and Appeals.

Unsafe Structures Appeal Panel

The Unsafe Structures Appeal Panel is a quasi-judicial advisory committee which reviews the decisions of Building Officials regarding single-family residences and duplex.

The Unsafe Structures Board is quasi-judicial advisory committee, which reviews the decision of Building Officials regarding buildings considered unsafe.
