ISD Risk Management Division

The Internal Services Department’s Risk Management Division is responsible for safeguarding Miami-Dade County from legal and financial risks to its assets and continuity of operations.

Risk management is a process of minimizing the impact of unfortunate events and preventing such events from occurring in the first place by identifying and assessing risk, performing impact analysis and implementing controls.

In a dynamic risk environment, our purpose is to ensure the County achieves its strategic goals and serves the public as effectively and efficiently as possible.

First report of injury (Workers' Compensation)

Authorized Care Centers are to be used for the initial assessment/treatment of work-related injury. Prior authorization is not required. Initially, injured workers are to select a center/doctor from this list which gives a choice of at least 3 doctors in each area. Emergency treatment should be directed to the closest emergency facility.

How to file a claim

  • Step 1
    You must first call the Teleclaim system at 1-877-632-7475 or 1-844-235-2054 to file your claim.
  • Step 2
    After filing a claim through the Teleclaim system, you will receive a case number.
    • Without a claim number, your claim will not be accessible.
  • Step 3
    Our Risk Management Division will review and assign an adjuster to the open claim for further investigation.
  • Step 4
    The adjuster will contact the claimant within 72 hours (3 business days) from the claim’s filing and assignment date.
  • Step 5
    The adjuster will contact the claimant to obtain additional information and start an investigation.
    • The claimant will receive an email and/or call asking to provide information in order to begin the investigation. If the claimant does not provide the required information, the investigation may be placed on hold. It is the claimant's responsibility to monitor their phone and emails and provide the proper documentation required by the adjuster.

What we do

The Risk Management Division is composed of 90+ professionals working across six sections: Administration, Workers’ Compensation, Liability, Property and Casualty, Office of Safety and Special Investigations.

Workers’ Compensation 
This unit administers the County’s self-insured workers' compensation program.

Liability and Tort Claims Management
This unit investigates, evaluates, negotiates, resolves and prepares for litigation claims in which injuries or property damage are alleged to result from negligence, contract violations, civil rights violations, or deliberate indifference to county processes or procedures.

Additionally, administers third-party liability claims, which include both bodily injury and property damage exposures, workers’ compensation claims, subrogation claims and property insurance claims.

By forecasting and evaluating financial risks, the Division identifies and implements policies to avoid or minimize their potential impact.

Property and Casualty Insurance
This unit procures and administers property and casualty insurance, monitors insurance coverage and requirements for the County as well as its vendors and contractors and reviews payment requisitions on behalf of the County.

Safety and Loss Prevention Services
This unit implements County safety measures; performs safety and compliance audits, inspections and investigations; spearheads safety prevention campaigns; and conducts safety trainings.
