Servicing the technology needs of our County

Margaret Brisbane
Margaret Brisbane is the Chief Information Officer (CIO) and director of the Miami-Dade Information Technology Department. She is responsible for leading a team of more than 900 IT professionals in servicing the technology needs of our County. She was recognized with the SouthFloridaCIO ORBIE Award in the large enterprise category. The awards honor CIOs for excellence in technology leadership. She was the only woman recognized in the region this year.

"Technology is a part of everything we do," Brisbane said. "The challenge is to always create improvements that add value to the County operations and aligns to the needs of our residents."

"I lead an amazing team," she added. "Investing in them and making them feel valued every day is of utmost importance. We are always building up the next generation of talent. Supporting them to succeed directly impacts our ability to meet the needs of the community we serve."

"Building on this goal, we are also outreaching to the community, developing relationships and strong partnerships with our academic institutions. We have impacted over 200 students at John A. Ferguson Senior High School with our IT Student Mentorship Program. Our apprenticeship program with Florida International University and Miami Dade College provides an experiential program for students who are engaged in an on-the-job for six months of paid engagement. Students leave our programs wanting to be part of the County, recognizing it’s a great place to work."

Throughout her career, Brisbane has been involved in the community and professional organizations. She is a member of SouthFloridaCIO, the chair of the ITWomen Virtual Mentoring Program, United Way Women’s Leadership, NACo County Technology Advisory Council, and a member of the Technology Committees at the Greater Miami Chamber of Commerce and the Beacon Council.

"Giving back to the community provides a valuable teambuilding opportunity. Our employees are touched by so many different issues. We created ITD Cares so our employees can engage and support many different groups," Brisbane explained. "Whether a walk, volunteer time or fundraising, ITD Cares steps up year-round."

In addition to a master of Business Administration from Nova Southeastern University, Brisbane received a certificate in Executive Leadership from Harvard University. She was inducted in the Miami-Dade College Hall of Fame in 2022, received the Torch Award from FIU and was named Female Technology Leader of the Year by the Greater Miami Chamber of Commerce. She was honored by the CIO Executive Council and received the "Ones to Watch" award.

"It has been an honor and a privilege to be appointed as the first woman and person of color in the role of CIO for Miami-Dade County. My career in both the private and public sectors has been very rewarding and filled with incredible opportunities to grow and serve with passion."

About Us

We work with departments to identify and assist with workforce issues including a renewed emphasis on performance management and standardized discipline policies, employee development and knowledge transfer, ongoing evaluation of workplace rules, and implementation of workforce metrics to measure and analyze overtime utilization, absenteeism, appeals, payroll issues, and employee development needs.

We coordinate negotiation of collective bargaining agreements and develop viable and sustainable healthcare options. Employee programs include training, wellness and diversity.

We provide residents and employees with a means to have discrimination cases heard and resolved through investigation, mediation, and appeals.
