Ruben Arce, Administrative Officer 2 at the Parks, Recreation, and Open Spaces (PROS) Department, has served as the sole leader of the PROS Volunteer and Engagement Unit for over six months, consistently demonstrating exceptional leadership, adaptability, and commitment to service. Throughout Quarter 3, Ruben seamlessly navigated major departmental transitions—including the unit's transfer to the E.E.C.O. Division in April and its subsequent realignment in late May—without disruption to operations or service quality.
Despite staffing constraints and organizational change, Ruben coordinated a full slate of high-impact initiatives, including Baynanza, Earth Month events, and World Sea Turtle Day. His efforts resulted in record-setting outcomes: 2,008 volunteers mobilized, 22,906 pounds of litter removed, and a 75% increase in volunteer hours compared to prior years. In addition, ParkLink registrations rose by 50%, reflecting his success in community outreach and program engagement.
Ruben’s customer-focused approach is reflected in a 5% increase in volunteer satisfaction survey scores and glowing feedback from long-standing partners. One notable example is the Mandarin Hotel, whose commitment to Adopt-a-Park efforts was so strong under Ruben’s leadership that they secured a successor partner before stepping away—specifically to uphold the standards and expectations he established as part of their partnership.
His leadership philosophy is grounded in mentorship, professionalism, and service. He onboarded and trained new part-time staff with care and purpose, ensuring immediate contribution to unit goals. Ruben empowers park managers, supports service hour requests, and engages key stakeholders in long-term partnerships. During Earth Day at Larry & Penny Park, he introduced a conservation-focused volunteer activity that resulted in 900 painted sea turtle stakes, 495 gallons of invasive plant removal, and planting of over 150 native trees and plants—linking environmental stewardship with meaningful volunteer service.
Ruben also ensures PROS events are dignitary-ready, coordinating with County leadership and partner organizations to elevate event quality and visibility. For World Sea Turtle Day, he secured participation from major community partners, department heads, and elected officials, achieving 160 pre-registrations and 123 in attendance, making it one of the most successful activations of the year. The event alone doubled the volunteer hour value from the previous year.
Above all, Ruben leads with purpose. His consistency, professionalism, and passion for connecting people to parks has propelled the Volunteer and Engagement Unit forward, despite ongoing change. He exemplifies every aspect of the Department’s mission, vision, and values—and continues to serve as a reliable, respected, and results-driven leader in public service.
