Non-Emergency Transportation Certificate

Applicants must pass a background check including financial and criminal record history.

The approval process is  three to six months from the time of application. Non-Emergency Certificates require approval by the Board of County Commissioners.

There is a two-step review process for your application. Once an application is accepted, an agenda item will be prepared for submission to the Board of County Commissioners for Public Hearing by a Committee and final Board approval.  Applicants may be present and comment at the Public Hearing. Recommended items are forwarded to the Board for final approval Applicants are notified of the date and time of Committee and Board meetings in which the applications are considered.

The For-Hire Transportation regulatory and application fees are non-refundable, unless otherwise stated, and are separate from any occupational license fee that may be applicable.

Cash payment is not accepted. Fees can be paid by check, money order or cashier’s check made payable to the Miami-Dade County Department of Transportation and Public Works.

If renewing in person, the fee can be paid with a credit card (Mastercard, Visa or American Express).

• For-Hire Fee Schedule

A Local Business Tax issued by Miami-Dade County is required. Depending on the company location, a municipal license may also be required. Prior to beginning operations, vehicles must obtain valid inspection and operating permit decals issued by the Vehicle Inspection Station. Each driver of Non-Emergency vehicles must have a valid chauffeur registration.

Decorative/advertising decals or complete wrapping of one or more windows are prohibited on vehicles regulated under the various for-hire and other transportation related ordinances under its purview.
