Anyone wishing to provide passenger motor carrier services to first obtain a certificate of transportation. Passenger motor carrier service is generally prearranged transportation using vehicles with a seating capacity of between 9 and 28 passengers, not including the driver. Passenger motor carrier vehicles are vans and minibuses.
There are four classes of certificates which can be applied for under this type of transportation:
Contract carrier
Charter service
Jitney
Special operations
The drivers must have a for-hire chauffeur registration, and the vehicles must be inspected.
The Passenger Motor Carrier application is reviewed for compliance with the regulations of the Code of Miami-Dade County which requires that the applicant passes a background check which will include scrutiny of his or her financial and criminal record history.
Upon receipt of your PMC application the department will begin the review process and a criminal background check will be requested for each officer and/or owner of the business. Upon review if the application and all its requested attachments are complete a conditional approval letter will be sent with an instructions sheet which will explain what final steps are needed to finalize the process.
If the application is found to be incomplete a deficiency letter will be sent advising you of what items are needed to complete the process. Typically, applications usually take one to two weeks to review and approve if submitted correctly
The For-Hire Transportation regulatory and application fees are non-refundable, unless otherwise stated, and are separate from any occupational license fee that may be applicable.
Cash payment is not accepted. Fees can be paid by check, money order or cashier’s check made payable to the Miami-Dade County Department of Transportation and Public Works.
If renewing in person, the fee can be paid with a credit card (Mastercard, Visa or American Express).
You will need a Local Business Tax issued by Miami-Dade County. Depending on where the company is located, you may also need a municipal license. Furthermore, prior to beginning operations, vehicles must obtain valid inspection and operating permit decals issued by the Vehicle Inspection Station. Drivers of these vehicles must each have a valid chauffeur registration.
Decorative/advertising decals or complete wrapping of one or more windows are prohibited on vehicles regulated under the various for-hire and other transportation related ordinances under its purview is prohibited.
