Chairman Anthony Rodriguez Advances STRIP Procurement Reform Package Through First Reading

Chairman Anthony Rodriguez secured approval on first reading of a package of procurement reform measures recommended by the Strategic Procurement Initiative Task Force (STRIP), advancing a comprehensive effort to modernize Miami-Dade County's procurement system, reduce inefficiencies, and improve government performance.

The legislative package includes reforms aimed at streamlining procurement processes, increasing competition, reducing unnecessary administrative burdens, and accelerating the delivery of projects and services while maintaining transparency, accountability, and public trust.

“Today's vote represents an important step toward building a procurement system that is more efficient, more competitive, and more responsive to the needs of our residents,” said Chairman Anthony Rodriguez. “For too long, unnecessary bureaucracy and outdated processes have delayed projects, increased costs, and made it harder for businesses to compete. These reforms are about delivering better results for taxpayers while maintaining the transparency and accountability our residents expect.”

The STRIP Committee was established to evaluate Miami-Dade County's procurement process and identify opportunities to improve efficiency while preserving strong oversight safeguards. The recommendations approved on first reading reflect months of work by committee members, industry stakeholders, procurement professionals, and County staff.

Chairman Rodriguez emphasized that advancing the legislation on first reading provides members of the Board with additional time to review the recommendations before final consideration.

“I believe these reforms deserve a full and thoughtful discussion,” Rodriguez added. “Moving these items forward now gives the Board the opportunity to spend the next month reviewing the recommendations, engaging stakeholders, and evaluating how these changes can help us deliver projects and services more effectively.”

The procurement reform package will return to the Board of County Commissioners for final consideration following the required legislative review process.
