The legislation is designed to help homeowners&rsquo; complete routine improvement projects more quickly while ensuring government delivers timely and efficient service.</p> <p>"Government should work for the people, not make them wait," said Chairman Anthony Rodriguez. "For too long, homeowners have faced unnecessary delays for routine residential projects. This legislation creates a permanent framework for same-day permitting, expands access to faster service, and holds government accountable when we fail to meet the standards residents deserve. If we expect our residents to meet deadlines, government should be held to the same standard."</p> <p>Under the ordinance, the County Mayor will be required to develop and implement a Same-Day Residential Permitting Program for qualifying residential projects. Homeowners who electronically submit the required plans and documents will receive same-day review and, where appropriate, same-day permit approval for eligible projects.</p> <p>The legislation expands same-day permitting eligibility to include a wide range of common residential improvements, including fences, gates, stairs and railings, driveways and pavers, trusses, swimming pools, windows, doors, shutters, skylights, garage doors, roofing and reroofing, kitchen and bathroom remodels, interior or partial demolition, prefabricated sheds, minor non-structural repairs, and mechanical, electrical, and plumbing repair permits.</p> <p>To ensure public safety and appropriate regulatory oversight, projects requiring structural review, properties located within historic districts, properties with open code enforcement cases, and projects intended to legalize existing violations will remain ineligible for the expedited process.</p> <p>In addition to making same-day permitting a permanent County policy, Chairman Rodriguez's ordinance strengthens accountability by requiring the County Administration to submit detailed performance reports to the Board every six months. Those reports must include the number of permit applications submitted, the number approved the same day, the number not approved, and the reasons for any delays, allowing the Board to closely monitor performance and identify opportunities for continued improvement.</p> <p>The ordinance also includes a customer-service guarantee by requiring that applicants receive a 10 percent discount on their permit fee for each day the County fails to complete a qualifying permit review within the required timeframe, creating a direct incentive for timely service and greater government accountability.</p> <p>"This is about changing the culture of government," Chairman Rodriguez added. "Residents shouldn't have to navigate unnecessary bureaucracy for routine home improvement projects.
