Competitive Procurement Methods

The County uses three main competitive methods for the formal acquisition of goods and services. The selection of a procurement method depends on factors such as the type of good or service that is being procured, the estimated contract value, market conditions and legislation.
  • Invitation to Bid (ITB)
    This is the standard method the County uses to acquire goods or services. Here, we look for the lowest price on specified goods and services with price as the basis for award. Under this method, the expectation is that an award will be made to the responsive and responsible bidder whose bid is lowest in price.
  • Request for Proposals (RFP)
    This is a qualitative procurement method whereby the award is made to the highest ranked responsive, responsible bidder offering the best value to the County. This method may be used when the scope of work cannot be completely defined by the County.
  • Invitation to Quote (ITQ)/ Prequalification Pool
    This method is used to establish a pool of prequalified vendors capable of providing goods and services in the future. Entry into the Pool does not constitute a contract between the County and vendors – it is an acknowledgement that vendors are prequalified to participate in future spot market competitions. General Terms and Conditions

General Terms and Conditions include standard terms and conditions and legislative requirements that apply to all County contracts.

Although the County prefers a competitive process to acquire goods and services, in unusual circumstances, where the claim can be adequately justified, a Bid Waiver or a Sole Source process may be used.
