Old Cutler Road Traffic Circles

Through its capital improvements program, DTPW seeks to make infrastructure investments that improve mobility, ensure public health and safety, while protecting and enhancing the environment. In an effort to improve roadway capacity and operations in the area, a series of enhancements to four intersections along Old Cutler are being made, specifically: SW 184 Street, SW 152 Street, SW 136 Street, and SW 67 Avenue. These improvements include the creation of roundabouts with sidewalks, curbs and gutters, storm drainage systems, irrigation, pavement markings, signage, and roadway lighting.

The objective of the project is to provide safety and operational improvements to help traffic flow smoothly at the subject intersections and along the entire roadway network of Old Cutler Road. Based on the intersection level of service and roadway network analysis conducted by the Village of Palmetto Bay in 2019, it was determined that these improvements would result in better operating performance for Old Cutler Road.

To implement this work safely, it will be necessary to close travel lanes during non-peak hours, approximately 10 a.m. to 4 p.m. Motorists are encouraged to use the following alternate routes to avoid delays:

SW 136 Street Traffic Circles
- Arterial traffic may use Chapman Field Drive for east/westbound travel, SW 77 Avenue (Palmetto Road) for north/southbound travel, and SW 144 Street for east/westbound travel
- Local traffic may use SW 72 Avenue for north/southbound traffic and SW 136 Street for east/westbound travel
SW 152 Street Traffic Circle
- Arterial traffic may use SW 144 Street for east/westbound travel, SW 82 Avenue for north/southbound travel, and SW 168 Street for east/westbound travel
- Local traffic may use SW 72 Avenue for north/southbound travel, SW 144 Street and SW 152 Street for east/westbound travel
SW 184 Street Traffic Circle
- Arterial traffic may use SW 168 Street for east/westbound travel and SW 87 Avenue for north/southbound travel
- Local traffic may use SW 82 Avenue for north/southbound travel, SW 176 Street and SW 185 Street for east/westbound travel.
As part of this project, DTPW has prioritized the enhancement of tree resources through several impactful measures.
- Design of streetscape improvements in a manner to minimize impacts to trees
- Relocation and preservation of specimen trees within public right-of-way
- Partnering with homeowners for relocation of trees onto private property for preservation
- Contribution into Miami-Dade County’s Tree Trust Fund.
Additional examples of this include the design of the shared-use path which will meander to minimize impacts to tree resources while still providing important connectivity for pedestrians and bicyclists, and the facilitation of relocation of more than a half dozen trees onto the properties of adjacent homeowners.

From December 2022 through January 2023, area residents may notice the relocation of various trees to parks located within the local communities.

As part of this effort, the following trees are being preserved:
- Five royal palms
- Seven live oaks
- Three mahogany
- Three sabal palms
- One gumbo limbo
Of the 19 trees being saved, one will go to a Palmetto Bay park and the remaining 18 are going to the Lakes by the Bay Park in Cutler Bay.

Additionally, a total of $80,330.85 has been contributed to the tree trust fund for the planting of new trees within Miami-Dade County. This effort aligns with the County’s environmental protection and preservation policies and serves as the model for all current and future infrastructure improvement projects.
The proposed roundabouts are based on a Traffic Study conducted by the Village of Palmetto Bay, which evaluated and selected the best out of three different design alternatives. Considering the existing geometry of the roadways, traffic conditions, and the past crash history, the three alternatives were developed and analyzed to increase traffic operation and safety throughout the roadway network as well as at the intersections.

During the design phase, DTPW conducted two public meetings to present the project to the public, one on Aug. 4, 2020, and another on May 26, 2021.

Before each meeting, DTPW sent letters to the property owners inviting them to participate. Additionally, as part of the Tree Permit application process, on Feb. 14, 2022, DTPW sent Tree Removal notification letters to the property owners adjacent to the roadways to be improved within the limits of the project.
Roundabouts are increasingly becoming more popular due to the benefits that they provide.
These benefits include:
- Significant reductions in serious injury and fatality crashes
- Reductions in travel delays for road users
The benefits of modern roundabouts have been shown to occur in both urban and rural areas under a wide range of traffic conditions.

The Federal Highway Administration (FHWA) designated roundabouts as one of nine proven safety countermeasures. Safety benefits include fewer crashes with 90% fewer fatalities and 75% fewer injuries, fewer severe crashes as well as a reduction of 10 to 40% of pedestrian/bicycle crashes.

It also promotes lower speeds and traffic calming. Roundabouts can also increase the capacity of the intersection by 30 to 50% thus reducing delays.

Roundabouts are not signalized which reduces maintenance costs and guarantees the functionality of the intersection during power outages without the need for traffic control officers.
