Small Business Certification Programs

Small Business Enterprise - Goods
This program is specifically for firms that are defined as supplying goods or services other than construction, architectural or engineering services. It is designed to provide contracting opportunities for independent firms that meet the following criteria:

• Business must have a Miami-Dade County Local Business Tax (LBT) Receipt issued for at least one year
• Business must have an actual location in Miami-Dade County and perform a commercially useful function. No virtual office. Home-based offices are required to meet all zoning requirements for Miami-Dade County or the municipality where the firm's office is located
• Personal net worth cannot exceed $1,500,000 for each owner
• Business and its affiliates last three years average gross receipts not to exceed $8 million, except manufacturers whose total number of employees cannot exceed 100 and wholesalers whose number of employees cannot exceed 50
• Business license holder and qualifier (if applicable) must own at least 10 percent of the applicant firm's issued stocks or have at least 10 percent ownership interest in the applicant firm
• A business owner alone or as a member of a group, shall own or control only one SBE at a time and shall not own and control another separate business certified under the Small Business Enterprise Program

This program is specifically for firms that are defined as architecture and engineering companies. It is designed to provide contracting opportunities for independent firms that meet the following criteria:

• Business must have a Miami-Dade County Local Business Tax (LBT) Receipt for at least one year
• Business must have an actual location in Miami-Dade County and perform a commercially useful function. No virtual office. Home-based offices are required to meet all zoning requirements for Miami-Dade County or the municipality where the firm's office is located
• Personal net worth cannot exceed $1,500,000 for each owner
• Business and its affiliates' last three years' average gross receipts does not exceed $6.5 million for architectural services and $8 million for engineering, surveying and mapping services, and landscape architecture services
• Qualifier must own at least 25 percent of the applicant firm's issued stocks or have at least 25 percent ownership interest in the applicant firm
• A business owner, alone or as a member of a group, shall own or control only one SBE-A/E at a time

This program is for firms that are defined as independent construction companies. It is designed to provide opportunities for firms that meet the following criteria:

• Business must have a Miami-Dade County issued Local Business Tax (LBT) receipt for at least one year
• Business must have an actual location in Miami-Dade County and perform a commercially useful function. No virtual office. Home-based offices are required to meet all zoning requirements for Miami-Dade County or the Municipality where the firm's office is located
• Personal net worth cannot exceed $1,500,000 for each owner
• Business and its affiliates last three years average gross receipts does not exceed $15 million for general building (NAICS 236/SIC 15), $12 million for heavy construction contractors (NAICS 237/SIC 16), and $8 million for specialty trade contractors (NAICS 238/SIC 17)
• Qualifier must own at least 10 percent of the applicant firm's issued stock or have at least 10 percent ownership interest in the applicant firm
• A business owner, alone or as a member of a group, shall own or control only one SBE-Construction Services at a time

• Must be profit-motivated businesses
• Not exceeding five-year average gross receipts of $30.72 million
• Must possess the required licenses to do business in Miami-Dade County
• Must have an actual place of business in Miami-Dade County (no virtual office)
• Annual renewal of certification required to validate continuing eligibility

The Disadvantaged Business Enterprise Program is a federal program that ensures equal opportunity in transportation contracting markets, addresses the effects of discrimination in transportation contracting, and promotes increased participation in federally funded contracts by small, socially and economically disadvantaged businesses, including minority and women-owned enterprises.
