2026 Retiree Open Enrollment October 20 to November 3, 2025

Beginning in 2026, Miami-Dade County will be partnering with Aetna as our new healthcare administrator. This change is a big step forward in the ongoing commitment to providing better care and broader access. Please see below for more information.

The County will continue to offer three self-insured HMO plans, one POS plan and four Medicare eligible plans, including the Medicare Advantage plan options now managed by Aetna.  Additionally, the County will continue to provide retirees with optional dental, vision and basic life insurance benefits. 

Open Enrollment

This year, Open Enrollment takes place from Oct. 20 to Nov. 3. Retirees will have numerous opportunities to ask questions and get to know Aetna through various scheduled sessions, including both in-person and virtual presentations. There will also be helpful resources and materials available, as we strive to make this transition as smooth as possible.

Updates retiree group medical plans

To facilitate the transition, employees who do not wish to make a change will automatically be placed in the respective Aetna Select plan during Open Enrollment to take effect Jan. 1, 2026.

Medicare eligible Retirees currently enrolled in Avmed’s Medicare National Choice HMO will automatically be enrolled into the Aetna Medicare Advantage with Prescription Drug PPO with Extended Service Area Plan. We are required by law to give you the choice of opting out of the new plan. You have the option to opt-out, no later than Nov. 21, 2025. If you opt out, you will have the option to enroll into an eligible Miami-Dade County Retiree Group Medical plan option. If you opt out of all Miami-Dade County Retiree Group Medical plan options, you will not have Medical and Prescription Drug coverage through Miami-Dade County and will not be able to return at a later date.

Retiree Resources

Miami-Dade County provides retirement benefits for eligible employees through the Florida Retirement System (FRS).  Enrollment is automatic for full-time and part-time employees.
