Status of the Community-Based Organization (CBO) Grant Process for Human and Social Services (CBO2425): Canceled.
On Sept. 19, 2025, the Board of County Commissioners adopted the Miami-Dade County 2025-2026 Budget, which incorporated cancellation of CBO2425 (previously authorized by Resolution No. R-976-23) and included rejection of all applicant responses received in response thereto.
The Cone of Silence previously applied to CBO2425 in accordance with Administrative Order 3-27 was cancelled on Sept. 23, 2025.

Community-Based Organization (CBO) Grant Process

This grant process has been canceled (refer to Important Message above).

Through the Community-Based Organization (CBO) Grant Program, administered by the Office of Management and Budget (OMB), Miami-Dade County allocates more than $15 million annually to support human and social services delivered by nonprofit CBOs. Current allocations (FY 2023-2024) support 158 CBO programs.

CBOs help the County reach residents with important services. Daily, residents benefit from CBO services provided in homes, schools, community centers, churches, parks and more. When a family is in crisis, CBOs are a trusted source of help and information.
The services CBOs deliver to individuals add up to community-wide problem-solving. CBOs provide jobs and contribute to our economy. They mobilize community resources that add tremendous value to other County investments in our community.

The selection process is competitive. Initial grant awards are anticipated for one year, January 1, 2025 -December 31, 2025, followed by two annual options for renewal (at the discretion of the County). Eligible nonprofit organizations with 501(c)(3) tax-exempt status that provide human and social services in Miami-Dade County are invited to apply. Those challenged to meet application, reporting, or other requirements on their own may partner with another eligible applicant.

Applications were due Jan. 31, 2024.
Funding categories - In every category, applicants will define their target population and propose a program to meet their needs. Each includes multiple sub-categories.
- Health and Well-Being
- Education Supports
- Basic Needs and Personal Emergencies
- Public Safety Supports.
Grant size - $25,000-$600,000 per program per year. Applicants may submit up to four separate program applications (one per category). However, the combined total of all requests (across all applications submitted) cannot exceed $600,000.
Partnership Incentives - A new class of "developmental" partnerships between high-capacity applicants and developing partners is introduced in this process. It includes an extra 10-point incentive, in addition to the standard 5-point opportunity for collaboration.

This session is open to any CBO and may be of special interest to relatively high-capacity CBO applicants exploring community-based partnerships as a strategy for increasing and/or diversifying their client reach, retention, or impact. The session will introduce a new category of partnership for this process that involves a relatively high-capacity CBO partnering with a developing CBO. Ideal partnerships will be mutually beneficial, center on program collaboration (client services), and include a “developmental” element. The expertise of the high-capacity partner will be leveraged to provide a meaningful professional or organizational development opportunity for the developing partner. The session will cover scoring criteria, requirements, and limitations.

This session is for any CBO that will benefit from further review of the requirements noted throughout the Guidance document issued for this Process. CBOs with less capacity and/or less experience with County grants from OMB may benefit most. The session will cover basic requirements that must be met in order to apply – and the alternatives and options that may be especially helpful for small or grassroots CBOs. Specific topics include the organizational documents needed for a complete application; highlighted items from the Due Diligence Checklist that might impact the review and scoring; alternatives to providing a certified financial audit; clarification of required vs preferred or other results; alternative partnerships for CBOs without 501(c)(3) status and/or with limited operational infrastructure; and parts of the application that provide natural opportunities for featuring the strengths of small or grassroots organizations.

This session is for any CBO that will benefit from further review of the requirements that come into play after a grant is awarded. CBOs with less capacity and/or less experience with government grants may benefit most. Even CBOs that have received grants from other County departments are encouraged to learn more about the potentially more rigorous requirements of reimbursement-based grants administered by the Office of Management and Budget (OMB). In order to receive any grant funds that may be awarded through this process, CBO grantees will have to meet (in the future) requirements for: 1) establishing a contract (with supporting documentation), and 2) complying with the contract throughout the year including, but not limited to, submitting regular program reports (with documentation) and submitting regular payment requests (with documentation). While these topics may be discussed in more depth with selected grantees in the future, this session will provide a timely introduction. Applicants will be encouraged to consider if (and how) ongoing requirements may impact the Staffing Plans and Program Budgets that are a part of the immediate grant application
How can my CBO best approach the “Results” section of the application?

This session is for any CBO that will benefit from further review of the Results section of the application. It will provide an overview of the scoring criteria and clarify the types of results applicants may consider quantifying for entry into the Results Grid that is a part of the application. Various types of results will be discussed (i.e., outputs, client outcomes, satisfaction, and others) and examples will be provided. All will help applicants consider how they may best include at least two standard measures in their applications (i.e., the number of clients served, and the level of services delivered) and, if possible, expand to include preferred client outcomes (e.g., measurable improvements in clients’ knowledge, skills, attitudes, behaviors, status, condition, environment, etc.) or other. CBOs will be encouraged to customize their mix of results to fit their situation, and to target the results they can successfully track, document, and report.
How can my CBO best prepare the “Program Budget” form?

This session is for any CBO that will benefit from further review of the Program Budget form (and overall Budget section of the application). It will provide an overview of the scoring criteria for the Budget section and emphasize how their application’s narrative, Program Budget, and other organizational documents will be considered. Completion of the Program Budget form will be the main focus. Topics will include what’s needed for a complete Program Budget, the distinction of Direct vs. Indirect (Administrative) Costs, and how to identify which portion of operating costs may be categorized as Direct Costs (to help applicants stay within the 25% cap on Indirect/Administrative Costs). Throughout, justification of line-item expenses will be emphasized. The challenges of reimbursement-based grants will be discussed in the context of “what to expect” from this grant process.
Four technical assistance workshops were held for an all-day applicant assistance opportunity at the Miami-Dade Public Library, 101 West Flagler Street, Miami, Florida 33130.

About Us

The Grants Coordination Division of the Office of Management & Budget (OMB) is responsible for administration and contract monitoring for the Community-Based Organization (CBO) Grant Program and the Mom and Pop Business Grants Program. The Division publishes the weekly Grant Mail and provides training and technical assistance to CBOs. Additionally, the Division manages and administers grants under the federal Ryan White HIV/AIDS Treatment Extension Act of 2009; administers the Edward Byrne Memorial Justice Assistant Grant (JAG); and identifies and promotes grant opportunities for County and community initiatives.
