County Municipal Approval

County Municipal Approvals include projects within municipalities that may require County review for Water and Sewer, Impact Fees, Environmental Resources (DERM), Fire Rescue, and the Florida Department of Health (septic tanks). This process is known as a municipal permit and upon applying will issue the applicant a process number beginning with an "M").

Miami-Dade County has 35 municipalities, each with its own building official overseeing permits and inspections. Miami-Dade County handles buildings in unincorporated areas with folios beginning with "30". Applicants may familiarize themselves with County Municipal Codes.

Projects requiring County Municipal Approval may apply through the Portal (Goldkey) or in person, except for applications from cities already using the e-municipal system. Our E-municipal system includes Village of Bal Harbour, City of Miami, and Miami Lakes. Plans are required to be digitally signed and sealed. These municipalities will submit your applications directly to the County electronically.

Applicants who submit plans in paper format will be assessed a conversion fee based on the current fee schedule. These fees must be paid in addition to required fees prior to the documents being sent for plan review. Additionally, conversion may add extra time to the review process.
Below are the required items, forms and documents for County Municipal Approval. All four items are required; incomplete and illegible application and documents will not be accepted.
- A completed Application for Municipal Permit
- A copy of the municipality’s building permit application and process number
- A completed Contact Sheet
- Your set of plans
You may submit your requirements via the Portal or in person. Follow the Plans Processing Guidelines for more information.

Any original office or job copies of municipal paper plans are NO longer accepted. You may submit a paper set of plans to be converted to electronic format for a fee; conversion may add extra time to the review process. To avoid delays, customers may submit municipal plans electronically via the Portal.
If your plans have been approved, you may complete the payment of your balance online.

To obtain and print your permit card, enter your process number in Print Permit Card and select Print Permit. The permit card will contain the required inspections and completion holds, if applicable.

To retrieve your approved documents using the Portal, follow these instructions:
- Enter your process number (M-number)
- Locate and click on your permit number in the “Applications” box in the upper-right-hand corner, where it says “Print Job Copy”
- Save and print each file with watermarks. You will have 30 days from the day you obtained the permit to print your approved plans. Note that certain commercial properties are protected under Chapter 119.071(3) of the Florida Statues and as such, will be available for only five days. Additionally, only the registered user contact on your applications can retrieve the plans for protected properties.
1. For expired/open/revoked permits from unincorporated Miami-Dade County (MDC) that are currently under a municipality’s jurisdiction, permits must be closed out from that jurisdiction first
2. Once permits have been closed, a letter or email from the municipality’s Building Official, must be submitted to the Permit Support Division Director for administrative closure.

3. Letter must contain:
  - Dated header communication from the municipality
  - MDC permit(s) that you wish address/close
  - Statement municipality’s building official that permits were properly finalized, closed, cancelled or superseded by a municipality permit along with the permit number
