Office of Civil Rights

The Office of Civil Rights (OCR) within the Miami-Dade Department of Transportation and Public Works (DTPW) is dedicated to promoting fairness, equal opportunity, and accessibility in all aspects of our transit system. Our work ensures that every resident, employee, and visitor to Miami-Dade County has access to safe, reliable, and efficient transportation services, regardless of background or ability.

We implement and monitor compliance with key civil rights protections, including Title VI of the Civil Rights Act of 1964, the Americans with Disabilities Act (ADA), Title VII of the Civil Rights Act, and other applicable federal and local mandates. These laws prohibit discrimination based on race, color, national origin, disability, sex, religion, age, and other protected characteristics in service delivery, employment and contracting.

Through programs such as the Disadvantaged Business Enterprise (DBE) Program, Title VI oversight, ADA accessibility, and employee compliance training, the Office of Civil Rights works to ensure that equity and fairness are built into every level of DTPW operations. We are also a resource and advocate for DTPW employees.

Any employee who believes they have experienced discrimination, harassment, or retaliation in the workplace has the right to file a complaint. The Office of Civil Rights ensures that such matters are handled confidentially, respectfully, and in accordance with established policies. Employees are encouraged to report their concerns directly to our office, where each case is reviewed carefully and appropriate follow-up actions are taken. No employee will face retaliation for exercising their rights under the law.

At its core, the Office of Civil Rights supports a culture of inclusion, respect, and integrity—whether through public-facing services or internal operations. We invite riders, partners, and employees alike to learn more about their rights and responsibilities and to join us in creating a transit system that reflects the values and diversity of the people we serve.
